Bachelor’s Degree in a technical, science or business discipline from an accredited college/university and nine (9) years of experience in one of the following areas, as related to the respective job required: Communication, Logistics, Operations, Finance, Personnel/Human Resource Management, Program Management, Process Improvement, Safety, Security, and Environmental specialties; or an Associate’s Degree and eleven (11) years of applicable experience in the assigned specialty area; or thirteen (13) years of experience performing the job duties in the assigned specialty area; or thirteen (13) years of military training in the specialty area, or a combination thereof.

Required Qualifications:

U. S. Citizenship. A valid drivers license. Possess, or able to obtaina DoD Security Clearance. Six (6) years of the required experience must include experience coordinating projects; collecting data, reviewing technical documents compiling statistics and data for projects; writing narratives, managing the execution of inspection programs, creating, monitoring, and maintaining audit files for program compliance and data for projects; writing narratives, managing the execution of inspection programs, creating, monitoring, and maintaining audit files for program compliance.

Desired Qualifications:

Experience with aviation, aviation technologies, missile or rocket systems, or sensors knowledge of different types of government funding are a plus.

Skills Needed:

Prefer experience/skills coordinating projects; reviewing technical documents; compiling statistics and data for projects; developing integrated schedules; writing narratives. Professional user of Microsoft Office, Project 2007/13, and SharePoint. Good communicator, both orally and verbally. US Army missile experience preferred. Knowledge of government funding a plus.

Duties:

This position is multi-hatted. As a part of the test management team, you may serve as an Assistant Account Manager or Account Program Analyst or Program Office Analyst. As such, you take program directions from the TPID Lead/Account Manager and assist in: coordination of the planning, management, and oversight of Test and Evaluation (TandE) activities for programs and projects as assigned within the RTC. Acting as an Assistant Account Manager/ Account Program Analyst you create, monitor and maintain the programs integrated master schedule, workload projection report and financial execution report. They review and edit proposals for grammar and format and assist Test Engineers and Test Coordinators with bottom-up cost estimation and creating detailed cost and schedule proposals. They facilitate customer communication and documentation ofscope changes and amended project proposals, providing key input for program management reviews and may represent the account at Customer Business Reviews. An Assistant Account Manager/ Account Program Analyst ensures TPID tracks all active projects and verifying divisions meet critical customer milestones, as well as ensuring constant customer contact with the large and diverse number of PM Offices that fall under the account. The monitor project status; provide key input for PMRs; develop proposals and support agreements; support project retirement and metrics; enable RTC to meet cost, schedule, and performance goals IAW RTC Supplement to 73-1.As a senior analyst you may support the Program Office (PO) within TPID. The PO (which currently consists of a staff of 4) was set up to analyze, evaluate and report on financial data at the program level within the directorate to the TPID Chief and to the RTC Commander and staff. In addition, the PO chairs bi-weekly meetings with the test management leads of the test directorates, coordinates internal communication between RTC divisions and external communication with the TPID Account teams thus ensuring that customer test milestones and schedules are being met as well as tracking the financial health of the test program. The PO receives weekly, sometimes daily taskers from higher headquarters asking for data calls involving test processes, financial tools, etc. In order to stay on top of taskers and continue to provide timely test information to the customer a senior analyst with a testmanagement background who can work independently, understands test processes along with how to use the ATEC and RTC tools, ADSS/PMM, PRO3, MS Project, CET and SharePoint to monitor, track, evaluate and analyze financial and programmatic data is needed as soon as possible. When directed you will support the TPID Lead/Account Managers with maintaining oversight on high priority and high visibility Army Modernization CFT efforts within RTC. Many CFT PM Offices are newly created and require extensive customer contact and require above average meeting attendance. You support the TPID Lead/respective Account Manager to develop an integrated account strategy, coordinates internal communication between RTC divisions and external communication with account customer offices, monitor and track program activities from initiation through retirement.
