Introduction:

Rivet Operations Company is seeking a highly analytical and organized Program Analyst to provide support for management and program analysis activities at the Naval Surface Warfare Center Panama City Division (NSWC PCD). This position requires a professional with experience in program evaluation, administrative systems analysis, cost analysis, and data management using modern Navy tools and databases. Under the direction of the Program Manager, the Program Analyst will conduct assessments and develop reports that support

in making informed decisions regarding program performance, operational effectiveness, and compliance. The position requires a working knowledge of Microsoft Office 365 (Outlook, Word, Excel, PowerPoint) and may require access to sensitive information.

Duties and Responsibilities:
  • Analyze and prepare written reports evaluating the effectiveness of line program operations in achieving organizational goals and objectives.
  • Analyze life cycle costs of programs and provide detailed written reports with actionable insights.
  • Evaluate and report on potential automation solutions to enhance administrative or program efficiency.
  • Develop analytical reports and recommendations related to the development of administrative or program reporting systems.
  • Create draft program evaluation plans, including recommended procedures and methodologies.
  • Design procedures for evaluating administrative control systems aimed at preventing waste, loss, and unauthorized asset use.
  • Review audit findings and recommend corrective actions for Government approval.
  • Generate and extract data from Navy ERP (NERP) to develop Excel reports in response to various data calls.
  • Assist in the creation of non-proprietary white papers and briefings for Government use.
  • Research and draft responses to internal and external inquiries related to financial, personnel, or administrative processes.
  • Analyze financial and programmatic data from Navy information systems to support periodic and ad hoc reporting.
  • Retrieve and compile documentation from Navy systems including iNAVSEA, EDW, and NERP to support program decision-making.
  • Interface with
NSWC PCD

Budget and Accounting Offices as needed.

  • Maintain systems and processes to support management oversight of funding compliance with U.

S. Navy and Congressional guidance. Archive records in accordance with

SECNAV M-5210.1

CH-1 and Navy-approved record management systems.

Job Requirements Education, Experience, and Skills:
  • Bachelor’s Degree in Business Administration, Public Administration, Finance, or a related field, or equivalent experience.
  • Minimum of 5 years of experience in program analysis, administrative operations, or government consulting roles.
  • Demonstrated expertise with Microsoft Office 365 applications, especially Excel, Word, PowerPoint, and Outlook.
  • Familiarity with U.S. Navy systems and databases such as NERP, EDW, and iNAVSEA preferred.
  • Ability to communicate effectively both orally and in writing with a wide range of personnel.
  • Strong analytical skills and attention to detail in developing reports, evaluations, and procedural documentation.
  • U.

S. Citizenship required. Must be able to obtain and maintain a security clearance.
