JOB SUMMARY

Under the general supervision of the Public Utilities Customer Service Manager or designee, performs a variety of analytical and auditing activities, in the areas of revenue analysis, auditing, and customer billing issues. Performs detailed financial analysis of utility billing data to ensure accurate and timely billing of customers and the collection of revenues. This position also directs the work of others and supports the department in its daily functioning as well as future planning.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

Participates in preparation and control of utility billing operating budget.
Prepares and/or Reviews billing adjustments as needed.
Reviews various billing and customer service reports including the billing charge proof report, meter reading report, deposit refund report (A/P file), and others.
Assist finance staff in balancing, explaining, and reporting Utility Billing and AMI work product and information; assist in researching and resolving complex and unusual problems.
Assists with the processing of transferring outstanding balances from owner to owner.
Assists with the preparation and distribution of ECM notifications.
Monitors revenue-producing contracts and agreements (e.g. payment plans, assessment agreements) to ensure accurate billing and collection of revenues.
Generates and analyzes the revenue aging reports.
Reviews and analyzes billing services, review write-offs.
Develops, conducts, and reports survey of other municipalities and counties.
Projects revenue amounts for budgetary purposes as needed.
Assists with preparing the monthly billing and customer service PowerPoint presentations or other presentations when needed.
Interact with customers to address billing issues and/or collection of revenues when needed.
Prepares finance and utility reports as requested and required.
Coordinates activities of various sections in the Public Utilities Department.
Assists with the development of procedures as needed

EDUCATION/EXPERIENCE

Required:

Bachelor’s degree in business administration, Public Administration, or a related career from an accredited college or university Two (2) years of experience in government finance, accounting, and/or utility billing.

Preferred:

Two (2) years of experience in the use of Tyler/MUNIS utility billing system.
Five (5) years of experience in government finance, accounting, and/or utility billing. Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements

PHYSICAL DEMANDS

The Examination Required Education and Background Information:

Examination:

Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed. Final passing grades are used to determine a candidate’s position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts. Your name may be removed from an eligibility list prior to one year according to Hollywood’s Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work. You are responsible for notifying the Employment Office, in writing, of any change in your address or telephone number.
