Under general supervision, an employee in this class is responsible for assisting with the development and coordination of the County’s emergency management planning, exercising programs, County andmunity preparedness programs, and technical emergency operations capability. Employees will be assigned to a functional area in order to ensure proper coverage of EM’s areas of responsibility. As a small team, however, incumbents will be cross-trained and can serve in all functional areas. On a rotating basis, employees serve as Duty Officer and function as Command or General Staff during an emergency. Daily, work is performed under direction of the Director of Emergency Management or as assigned.

Reviews and makes rmendations to Osceola County’s Comprehensive Emergency Management Plan (CEMP) Maintenance.
Aides Osceola County Emergency Management, County Departments, partner agencies (business, private sector, non-profits, faith-based, healthcare, etc.) and site planning, training and exercise development, development of their emergency plans, logistics, planning, and volunteers.
Coordinates Osceola County’s Exercise and Evaluation Program (HSEEP), National Incident Management System (NIMS) Training & Compliance, Employee Emergency Training, and Osceola County Exercises and Regional Exercise Coordination.
Tracks andpiles EM’s documentation requirements such as Federal and State forms, training records, volunteer programs, special needs registration, outreach efforts, etc.
Assists EM leadership with the County’s Integrated Preparedness Plan (IPP) in coordination with the Florida Division of Emergency Management and neighboring counties.
Assists EM leadership with coordination of and participation onmittees, working groups, reports, etc. that are logical to assigned functional areas.
Assists EM leadership with updating or developing additional SOPs as needed to ensure proper program operations are maintained.
Assists with the implementation, coordination, and maintenance of program plans and Standard Operating Procedures (SOPs).
Serve as the subject matter expert on any specialty EM software that is assigned and/or relevant to areas of responsibility.
Serves as a lead worker to other staff within assigned specialty group.
Performs other duties or projects as assigned.

Emergency Preparedness/Response Functions:

Must be able to be on call and assume pager duties as requested/assigned.
During Emergency Operations Center activation, may function as the Incident Commander or the Plans, Operations, Logistics or Recovery Chief.
Performs other related work (including weather or other extreme emergency conditions) as required.
Adjusts work assignments and schedules in the event of an emergency to participate in emergency preparedness, response, and recovery activities as assigned.
Minimum Qualifications

Education:

Associate Degree from an accredited college or university in Emergency Management, Planning, Communications, Emergency Services, Business or Public Administration, or related field.

Experience:

Two (2) years’ experience in Emergency Management Planning, Training, Logistics, or Exercise Design required. One (1) year public sector EM experience preferred. An equivalentbination of education and/or experience may be considered.

Miscellaneous:

Must possess and maintain a valid Florida Driver’s License.
Knowledge, Skills and Abilities
Knowledge of or ability to learn and applicable Local, Federal, State laws and Statute requirements regarding emergency preparedness programs and operations plans, as well as professional standards for the emergency management industry.
Knowledge of or ability to learn and the national incidentmand system (NIMS), emergency preparedness, response practices and protocols, continuity of operations (COOP) and continuity of government (COG) practices.
Knowledge of or ability to learn about emergency preparedness programs and operations plans, as well as professional standards for the emergency management industry.
Knowledge of or ability to learn about the Emergency Management Accreditation Program and assist with the county’s application and maintenance of Emergency Management Accreditation.
Knowledge ofmunity resources and capability of partners and first responder agencies.
Skill in establishing and maintaining effective relationships and collaboration with internal and external partners.
Ability to work on numerous projects within the same time frame andplete them within guidelines. Ability to efficiently perform duties under varying, and possibly extreme, weather conditions.
Ability to remain calm under extreme emergency activations. Knowledge of the objectives of emergency management functions.
Skill in interpersonal and leadershipmunications; ability tomunicate professionally verbally, in writing, and in presentations. Knowledge of business English, e.g., correspondence formats, spelling, punctuation and grammar.
Ability to establish and maintain effective working relationships andmunications with Emergency Management agencies and personnel, co-workers, department management and the general public.
Skill inputer operations, including applicablemunications, network and software systems and applicable software applications, i.e., Microsoft Suite Word, Excel, and Power Point.

PHYSICAL DEMAND REQUIREMENTS
Physical Demand:

Light
Lifting equipment up to 25 lbs. alone; up to 50 lbs. with assistance
Frequent (up to 2/3 of the work time) lifting, carrying up to 10 lbs.
If less lifting involved will require significant walking/standing may be required.
High noise environment while performing certain responsibilities.
Ability to efficiently perform duties under varying, and possibly extreme, weather conditions.
Expressing or exchanging ideas by spoken word or perceiving sound by ear.
Good eyesight for production or safety of self and others.
Physical agility is required in kneeling, bending, stooping, and reaching.
Required to have clear vision at distances of 20 inches or less.
