No Pur p ose of Job The purpose of this position is to support the Central Services Department by conducting operational, financial, and organizational analyses; developing and monitoring performance management frameworks; and leading departmental initiatives to improve efficiency, service delivery, and resource management. The Management Analyst serves as the department’s primary point of contact and system administrator for key management platforms, including FASTER and CityWorks, ensuring data integrity, user support, and strategic use of technology to enhance operations. The incumbent prepares detailed reports, develops and monitors key performance indicators (KPIs), supports annual work planning and budgeting, and collaborates with internal and external partners to support continuous improvement efforts.

Minimum Training & Experience Required to Perform Essential Job Functions Bachelor’s degree in Public/Business Administration, Data Analytics, Accounting, Management, Geography (GIS), or a related discipline required, with three years of experience in management analysis, operational performance evaluation, geographic information systems, enterprise system administration, or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilitiesfor this position. Must possess a valid driver’s license. Master’s degree preferred. Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Operational and Organization Analysis Conducts reviews and analyses of operations and fiscal affairs, organizational structure, and responsibilities as it affects the efficiency and effectiveness of the Central Services Department. Develops, monitors, and evaluates key performance indicators (KPIs) and performance management frameworks aligned with departmental and Unified Government strategic goals. Develops measurements of both qualitative and quantitative data; develops evaluation strategies to assess programs and services; develops flow charts to represent processes. Collects, analyzes, and interprets operational, financial, and service delivery data to identify trends, inefficiencies, and improvement opportunities; prepares data visualizations and dashboards to support decision-making. Reviews various types of data and documents such as budget and personnel reports, job descriptions, departmental work logs, organizational charts, departmental financial reports, and records maintained by the Department in the course of performing analysis tasks. Assists in the development of the Department’s annual work plan and operating budget. Systems Management and Data Support Generates documents, reports, maps, forms, charts, spreadsheets, and other documentation in support of Department operations. Assists in the implementation, operation, and maintenance of GIS-related and other management systems that support Department operations, including the facilities maintenance management system, Fleet Management system, geo based public tree inventory, and other computer-based tools. Provides training, education, and assistance to staff members concerning GIS technology and other management systems. Serves as the primary departmental point of contact and subject matter expert for FASTER, CityWorks, and other department-specific software; oversees system administration, coordinates troubleshooting and upgrades, ensures data integrity, provides user support and training, and acts as liaison with internal IT staff, vendors, and other stakeholders. Communication, Collaboration, and Professional Development Receives, reviews, prepares, approves, and transmits applicable correspondence including but not limited to letters, reports, bulletins, electronic mail, and other documentation using various technologies including mobile computers and field reporting software; forwards as appropriate; performs other duties as technologies evolve; maintains files and logs; performs other managerial and leadership duties as may be necessary. Collaborates with other departments and external partners to coordinate studies, share information, and support enterprise-wide operational improvement initiatives. Interacts with consultants/ contractors on various projects as needed to exchange information. Responds to routine requests for information from officials, employees, and members of the staff, the general public, or other individuals. May oversee and review the work of interns. Maintains a comprehensive, current knowledge and awareness of applicable laws/ regulations; reads professional literature; attends workshops and training sessions as appropriate. Maintains expertise in public sector innovation, performance management, and emerging technologies; delivers training and capacity-building initiatives for department staff as needed. Performs other related duties as required. Knowled g e , Skills and Abilities Knowledge of principles and practices of performance measurement, benchmarking, and continuous improvement methodologies. Knowledge of the management, operations, and functions of the government; organizational structure; and government practices, policies, and procedures as necessary in the completion of daily responsibilities. Knowledge of enterprise asset management and fleet management software systems, such as CityWorks and FASTER. Knowledge of department policies and procedures and state and local laws/ordinances. Knowledge of data visualization principles and business intelligence tools (e.g., dashboards, GIS-based mapping, reporting tools). Knowledge of the terminology used within the department. Knowledge of and proficiency with computers. Skill in administering and maintaining departmental technology platforms, including managing user access, data integrity, and troubleshooting technical issues. Skill in designing, creating, and presenting performance dashboards and data visualizations. Skill in providing staff training, system documentation, and technical support related to departmental management systems. Ability to utilize computer software packages such as word processing, spreadsheet, and database programs, and others as necessary to perform management analysis, reporting, and graphic tasks. Ability to lead or facilitate cross-functional initiatives to improve operational efficiency through better use of technology and data. Ability to communicate and interact effectively with supervisors, management, other staff members, elected officials, and personnel at all levels of government. Ability to serve as a primary liaison between departmental users, IT staff, vendors, and other stakeholders for system-related needs and improvements. Ability to organize and maintain an assortment of records and information in an effective manner and according to departmental and/or governmental regulations. Ability to assemble information and make written reports and documents in a concise, clear, and effective manner. Ability to interpret, present, and communicate complex data in an understandable and actionable manner to various audiences, including leadership and operational staff.
