WHAT YOU WILL DO
The Business Analyst isresponsible for understanding project goals, making a plan toachieve those goals, managing changes, and promoting the alignmentof established goals with business decisions throughout the life ofa project.
Responsibilities:
Critically evaluate informationgathered from multiple sources, reconcile conflicts, decomposehigh-level information into details, abstract up from low-levelinformation to a general understanding, and distinguish userrequests from the underlying true needs Proactively communicate andcollaborate with external and internal customers to analyzeinformation needs and functional requirements and deliver thefollowing artifacts as needed: (functional requirements, businessrequirements, use cases, Graphical User Interface (GUI) screens andinterface designs) Elicit requirements using interviews, documentanalysis, requirements workshops, surveys, site visits, businessprocess descriptions, use cases, scenarios, business analysis, taskand workflow analysis. Work independently with users to defineconcepts with guidance from project managers Drive and challengebusiness units on their assumptions of how they will successfullyexecute their plans Serve as the conduit between the customercommunity (internal and external) and the software development teamthrough which requirements flow Develop requirements specificationsaccording to standard templates, using natural language Collaboratewith developers and subject matter experts to establish thetechnical vision and analyze tradeoffs between usability andperformance needs Liaise between the business units, technologyteams and support teams Maintain industry/technical knowledge baseand facilitate/maintain industry relationships Maintainunderstanding of the business mission and technology environmentDemonstrate commitment to providing customer-focused qualityservice Perform other duties as deemed relevant based uponexperience to fulfill customer needs Required Experience Five (5)or more years of demonstrated Business Analyst experience. 3 yearsof State Government experience with Health and Human Services andhave a strong level of domain expertise in Medicaid and MMIS(Medicaid Management Information System) initiatives, specificallyProvider Enrollment. Two (2) or more years of hands-onSystems/Software Development Life Cycle (SDLC) experience 5 yearsof experience capturing, documenting, and refining requirements inAgile, and Hybrid Agile environment (blended Waterfall/Agileapproach). Experience in using enterprise-wide requirementsdefinition and management systems and methodologies. Demonstratedsuccessful engagement in multiple simultaneousinitiatives/projects. Strong analytical and product managementskills required, including a thorough understanding of how tointerpret customer business needs and translate them intoapplication and operational requirements Excellent verbal andwritten communication skills and the ability to interactprofessionally with a diverse group, executives, managers, andsubject matter experts. Experience in producing deliverable qualitydocuments. Experience with supporting system testing and useracceptance testing Experience training end users and providingbusiness user support Experience with Microsoft Word, Excel, SQL,Visio, Lucid Charts, Jira, Confluence Preferred ExperienceExperience working in an SOA framework Moderate to high levelexpertise with
T-SQL DB, DS
software such as R or Python, and MSOffice (Excel, Word, PPT) Health Care knowledge around Health careBilling and coding (CPT/HCPCS, ICD, NDC) is a plus. SAFe Agilistcertification preferred Business Analysis Body of KnowledgeCertification preferred Critical Skills Detail oriented,analytical, and inquisitive Ability to work independently and withothers. Extremely organized with strong time-management skillsRequirements Elicitation and Analysis Negotiation Ability to buildrapport with internal and external stakeholders quickly Able toproduce requirements traceability matrix and work with technicalstaff to understand requirements Excellent communication andorganizational skills Education and Certification BS/BA orequivalent in Computer Science, Information Systems, Engineering,Business, Mathematics, or other related scientific or technicaldiscipline with five (5) or more years of experience related tothis position Industry-recognized Business Analyst Certificationpreferred
