The(DHS), the Division of Child Support Services (DCSS), is the division within DHS that enhances the well-being of children by locating non-custodial parents; establishing paternity and support orders, enforcing and modifying support obligations, and collecting and distributing child support payments. This program promotes parent accountability and self-sufficiency while reducing the public responsibility for providing financial and medical support to children. DCSS also administers several outreach programs, including but not limited to Fatherhood, Prison Re-Entry, and Parental Accountability Court. These outreach initiatives are devoted to increasing non-custodial parental involvement in the child’s life.
DCSS is seeking candidates for the Project Consultant (non-IT) 2 (BPR Lead) position. This is a telework position. The candidate selected will be required toe to the State Office in Decatur, Gia, as needed for business purposes.

Job Description

Under minimal supervision, establishes operating procedures, practices, and guidelines andmunicates them with program or department personnel. Establishes, monitors, and controls schedules and project budgets. Plans,anizes, and manages the work of project managers and support staff. Directs business development and project management activities for a program or department. Directs the implementation of tools, systems, and processes of a program or department. Responsible for cross-business program needs that may span agencies. Serves as the highest advanced level subject matter expert, providing authoritative guidance for professional staff. Does not supervise staff.
Under limited supervision, the

BPR Lead:

Performs and oversees BPR activities for the DCSS System Modernization Project.
Update and execute the BPR Implementation Plan, including the development of standards and procedures to be used in project development and implementation.
Manages the BPR implementation readiness workstream to ensure BPR activities arepleted on time and escalates items to the Project Manager as needed.
Collaborate with project managers on various initiatives and projects to track progress and provide support as necessary.
Process mapping across state office units and support units such as OFS.
Identifies business process changes needed due to new system design and functionality.
Develop and execute plans for future business process changes needed throughout the System Modernization Project
Coordinates activities across departmental BPR efforts and provides status updates to the Executive Leadership Team. Escalates issues to leadership with proposed mitigation strategies.
Maintains and provides timely status reports to project stakeholders on progress in achieving BPR oues.
Makes rmendations or determinations based on analysis.
Facilitates, coordinates, and plans meetings with DCSS and external stakeholders for BPR related activities.
Partners with internal stakeholders to ensure relevant policy, procedure, and training materials are updated as needed to support new business processes.
Supervises and plans the work of assigned staff.
Organizes and executes BPR activities and special projects.
Tracks and controls project resources and staffing assigned to the System Modernization BPR workstream.

Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills/experience. Knowledge of federal, state, and agency rules and regulations for child support services.
Knowledge of DHS child support services policies and procedures.
A strong background in the $TARS system and DCSS business practices.
