Position Information This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.

MINIMUM QUALIFICATIONS
Four years of experience in administrative services, health services, social services, or engineering; OR Six years of full-time work experience in any field plus one year of experience in administrative services, health services, social services, or engineering; OR A bachelor’s degree plus one year of experience in administrative services, health services, social services, or engineering; OR An advanced degree or a Juris Doctorate.
EXPERIENCE SUBSTITUTION
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Distinctions:
Differs from Management Analyst 2 by lack of accountability for recommendations made to management. Examples of Work Performs analytical work in the evaluation of management operations in a state department. Obtains and analyzes data concerning programs or operation, scope and goals, and the policies, practices, methods and procedures used to implement and maintain programs. Conducts management studies of organizations, duty assignments of employees, administrative control systems and impact of programs. Obtains and evaluates data on personnel, equipment, material and space utilization. Makes work simplification, measurement and related studies to enhance the effectiveness and efficiency of the agency or program assigned. Assists in the implementation of new management procedures or program improvements. Participates in training or retraining as necessary. Prepares reports on studies and makes recommendations for changes.
