37.5 About the Role The client is seeking a Senior IT Business Analyst to join the Medicaid Systems Development (MSD) team. This role supports client applications, which are critical to delivering healthcare services to vulnerable populations across the Commonwealth. You will play a key role in supporting the Money Follows the Person (MFP) Demonstration and AWS migration initiatives. You’ll collaborate with cross-functional teams to define business and technical requirements, enhance IT services, and ensure successful system implementations. Responsibilities Lead business analysis activities to gather, document, and validate requirements for IT solutions. Conduct workshops, interviews, and JAD sessions to elicit and refine business needs. Create and maintain documentation including business cases, BRDs, use cases, and gap analyses. Support testing efforts by defining test plans, reviewing results, and ensuring compliance (ADA, functional, performance, vulnerability). Collaborate with stakeholders to manage expectations, facilitate change management, and ensure successful delivery. Monitor support channels (email, voicemail, tickets) and respond to operational issues. Create technical diagrams and documentation using tools like Microsoft Visio. Contribute to release management and end-user training planning. Minimum Qualifications Bachelor’s degree in Computer Science, Information Systems, Business Administration, or related field-or equivalent work experience. 5+ years of experience in IT business analysis or systems support, preferably in healthcare or government. 3+ years of experience in business and data analysis within IT system development projects. Strong understanding of SDLC, use case development, and testing methodologies. Proficiency with tools such as Jira, SQL, Rational Quality Manager (RQM), and Microsoft Office Suite. Familiarity with NIST security standards and handling of PII/PHI data. Preferred Qualifications IIBA certification or equivalent professional training. Experience with cloud technologies (especially AWS) and healthcare domain knowledge. Strong interpersonal and communication skills with the ability to work across technical and non-technical teams. Demonstrated ability to manage risk, facilitate change, and drive stakeholder alignment.
