About the Position MS Emergency Management Agency (MEMA) is recruiting for a Non-State Service / Time-Limited position as an Emergency Management Officer I/ Access and Functional Needs (AFN) Coordinator position. The AFN Coordinator ensures equity and inclusion for the whole community by researching and working with the Disability Integration Advisor to ensure integration into disaster planning, response, and recovery activities. This position supports all phases of emergency management—preparedness, response, recovery, and mitigation—through a lens of disability integration and in compliance with the Americans with Disabilities Act (ADA) and other relevant legislation. Working under the direction of the Disability Integration Advisor (DIA), the AFN Coordinator provides technical guidance, facilitates planning, and supports coordination efforts to embed AFN considerations into local, state, and tribal emergency management operations. The duties and responsibilities of this position include, but are not limited to:
- Plan Development & Maintenance o Assist with developing, reviewing, and revising emergency management plans, annexes, SOPs, and guidelines, specifically focusing on integrating AFN principles.
- Training & Outreach o Assist with designing and delivering training programs, presentations, and technical assistance on AFN and disability integration for emergency management personnel, local emergency managers, and community partners. o Assist with developing informational materials such as brochures, flyers, and toolkits that promote inclusive preparedness practices.
- Stakeholder coordination : Collaborate with local, state, tribal, and national stakeholders to assess and align resources and capabilities. o Participate in workgroups, coalitions, and interagency coordination meetings related to AFN and disaster resilience.
- Accessibility Assessments o Assist with Americans Disability Act (ADA) accessibility assessments for emergency shelters, Disaster Recovery Centers (DRCs), and other public facilities during emergencies or as part of preparedness efforts. o Support direct housing missions and evaluate temporary housing sites for compliance with federal accessibility standards.
- Operational Support o Provide real-time support to Emergency Operations Centers (EOCs) and field teams on disability integration during emergency activations.
- Statewide Plan Integration o Assist with ensuring AFN considerations are incorporated into the state’s Comprehensive Emergency Management Plan (CEMP) and other relevant frameworks. o Assist with tracking policy changes and provide recommendations to align emergency management strategies with current laws, trends, and community needs.
- Professional Development o Attend and contribute to relevant workshops, conferences, and continuing education to remain current on disability law, accessibility standards, and emergency management practices.
- Other Duties as Assigned o Assist with general emergency management functions and fulfill additional duties during MEMA activations, as needed.
o Assist other bureaus in the Office of Housing and Individual Assistance (OHIA) and offices in MEMA. This position is with the Mississippi Emergency Management Agency (MEMA). Please note that a drug screen, and background check will be required for hires and promotions. In addition, a credit check will be completed for those handling financial, human resources, and information technology matters. If you are recommended for hire or promotion, you may need to submit proof of the credentials (such as a license, certificate, or official transcript) listed on your State of Mississippi Application. MEMA has the authority to verify the accuracy of any information recorded on your application. This is a full-time position (40 hours per week). During emergencies or disasters, this position may be required to work nights, weekends, and holidays and may be required to rotate on an on-call schedule. This position covers all Disability Integration concerns and additional emergency functions during MEMA activations that could last days or weeks.

- What you’ll need to be Successful Ability to write, review, and edit emergency management plans, guidance documents, and educational materials.
- Excellent public speaking, facilitation, and interpersonal skills, with the ability to engage diverse stakeholders and build collaborative relationships.
- Proficiency with Microsoft Office Suite and the ability to create engaging PowerPoint presentations, data summaries, and reports.
Preferred Qualifications Bachelor’s degree or graduation from high school or equivalent and 0-2 years of experience.
Agency preferred qualifications:
Experience in working with individuals with disabilities and access and functional needs, particularly in an emergency management or human services context.
