Job Description

This is a State Service Position for a Quality Control Specialist Supervisor (OTSI) with an agency in Hinds County. Direct and oversee the Business Analyst Department. Ensure that Business Analysts (BAs) complete assigned tasks timely and that resources are allocated appropriately between projects, balancing workloads across the team. Ensure that business analysis activities adhere to internal and industry standards, methodologies, and best practices. Ensure that all business analysis work is well-documented including business requirements, use cases, process maps, user manuals, and testing materials. Collaborate with business users to ensure that business needs and requirements are met through the analysis and implementation of business solutions. Review Business Analyst requirements gathering to ensure that business needs have been effectively identified, documented, and clarified. Ensure that these requirements can be clearly communicated. Review solutions and make recommendations for the best course of action regarding business needs, cost, and impact. Analyze business data and ticket tracking software to identify trends, opportunities, inefficiencies, and risks. Assist internal and external project management teams to ensure that business analysis efforts are integrated into project lifecycles, potential risks or roadblocks in projects are identified and mitigated, and business analysis documentation and deliverables are accurate and of high quality. Provide regular status reports to the Executive and Senior Management, departmental leaders and/or project management teams regarding ongoing projects. Oversee User Acceptance Testing (UAT) and guide the testing of new system enhancements, modifications, or other changes to verify that they satisfy business needs, quality standards, and user expectations. Oversee the review System Testing (ST) provided by vendors to ensure that it meets requirements before accepting enhancements, modifications, or other changes into UAT. Collaborate with business analysts, developers, and subject matter experts (SMEs) to define test cases, acceptance criteria, and ensure appropriate coverage. Ensure that the documentation of UAT, test cases, etc. is properly maintained. Monitor the identification of defects or issues during testing and work with the relevant teams to resolve them promptly before solution deployment. Conduct post-launch evaluations to assess the effectiveness of the enhancements and ensure continuous improvement by gathering feedback. Provide change management to support organizational change initiatives. Identify opportunities for automation, BOTS, and Artificial Intelligence. Drive innovation by staying informed about new trends in business analysis and technology to propose innovative solutions to business users. Assess, analyze, and identify deficiencies in current policies, procedures, and system processes. Oversee the development, maintenance, and revision of staff training manuals. Act as a liaison both internally and with vendors. Ensure that hiring is handled promptly, conduct performance assessments, coaching, and progressive discipline with appropriate documentation and escalation to upper management. Review, conduct, and escalate performance assessments, coaching, and progressive discipline. Develop and perform requested presentations to internal and external customers. Perform other duties as assigned by MDES leadership. Some travel is required. Applicants must have a valid driver’s license and pass an extensive background check.

Education & Experience Requirements:

 Typically requires a Bachelor’s degree and 7-10+ years of IT experience with emphasis in quality assurance, control and testing.

Preferred Education:

 Master’s Degree from an accredited 4-year college/un versity in Business Administration, Business Analytics, Data Science, Information Systems, or a related field.

Any of the following certifications:

Certified Business Analyst Professional (CBAP), Certified ScrumMaster (CSM), Project Management Professional (PMP), Six Sigma, or Lean Certification.

Preferred Experience:

 Ten (10) years of experience in Information Technology with an emphasis in quality assurance, control, and testing. Three (3) of those years must be in functional management related to the job duties described. Two (2) of those years must demonstrate personnel management experience.

Preferred knowledge, skills and abilities related to performance of job: Extensive knowledge of business analysis frameworks and methodologies, specifically agile and waterfall, and the tools for business process modeling and data analysis. Strong understanding of databases and their structure. Familiarity with Change Management principles and data analysis techniques and data visualization. Strong written and verbal communication skills, stakeholder management skills, problem-solving skills, and technical proficiency. Must demonstrate adaptability and the ability to multi-task.
