TheprimarypurposeoftheDriverServicesSectionisto promote highway safety, enforce all State and Federal laws and maintain and provide accurate information through the efficient utilization of personnel and technology resources. Driver Services (DS) is responsible for the oversight and management of the Commissioner’s strategic direction of the Division including information systems modernization efforts. The DS unit includes Legislative Affairs, Business Process and Continuous Improvement, Data Information Management and Policy and Governance Sections. The purpose of this position is to formulate regulatory and legislative proposals across all sections of the Division; direct the research, development, composition, planning and implementation of specific initiatives approved by the Office of the Commissioner(s). These initiatives are strategic in nature and require close monitoring to ensure completion within agreed upon time frames. This position will research and analyze strategic choices and initiatives and make recommendations to further the mission of the entire Division. This position will work with other personnel to amend, repeal and/or adopt directives which will ensure that the goals set forth by the Administration are met. This position works independently under the general direction of the Director of Driver Services. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: + Must have a demonstrated understanding of effective performance management strategies and the ability to continually improve policies, processes and procedures to effectively respond to organizational needs. + Ability to assess the impact of regulations, procedures and legislative proposals; ability to plan, coordinate, direct and evaluate programs and work; apply project management methodology; and the ability to maintain effective working relationships with state, federal, and local agencies, as well as the public. + Thorough knowledge and demonstrated communication skills, specifically providing feedback, expressing opinions, observations and conclusions to help achieve positive outcomes. + Considerable knowledge and demonstration of process skills, such as how to influence groups to accomplish objectives and to assume positive roles as group members. + Ability to gather and analyze business and technical requirements and prepare detailed reports; ability to conduct detailed analysis and forecast for impacts to the Division.

Additional Expectations:

Possess extensive knowledge of North Carolina motor vehicle law, including N.C.G.S. Chapter 20 and relevant sections of the North Carolina Administrative Code.
