Primary Purpose of Position:
The Business Officer is responsible for managing the NCLWF’s administrative, grant, and endowment budgets; creating and submitting annual reports; ensuring compliance with all statutes, rules, policies for state fiscal management; and maintaining sound financial and other records. Key Responsibilities include but are not limited to: The Business Officer will be responsible for: Daily administration and management of the NCLWF’s administrative budget, including expenditures, travel, E-Procurement, and invoices.
Weekly administration of grant budgets.
Annual management of the endowment transactions and reporting to the board.
Serving as the HR liaison for NCLWF.
Position/Physical Requirements:
Must be available work Monday – Friday 8:00am – 5:00pm
Must have a valid driver’s license issued from within the United States or be able to obtain one within 90 days of employment.
Must be able to travel in-state (infrequently 5-7 days/year). Qualified candidates must have or be able to: Experience managing budgets and/or knowledge of standard budget practices and/or principals.
Experience with accounting, procurement, and/or budgeting systems.
Experience preparing and interpreting complex budgets and/or financial statements.
Knowledge of financial controls, such as auditing.
Knowledge of financial reporting and adhering to state policies.
Management Prefers:
Experience with North Carolina Financial Management Systems.
Experience with North Carolina Purchasing and Contracting System.
General knowledge of HR practices. Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution AND
two years of progressive related experience, one year of which should be in a supervisory role; OR

Supplemental and Contact Information Section/Unit Description The North Carolina Land and Water Fund (NCLWF) provides grant assistance to non-profits, local governments and state agencies for the protection of natural resources in North Carolina. NCLWF funds projects that (1) enhance or restore degraded waters, (2) protect unpolluted waters, and/or (3) contribute toward a network of riparian buffers and greenways for environmental, educational, and recreational benefits, (4) provide buffers around military bases to protect the military mission, (5) acquire land that represents the ecological diversity of North Carolina, and (6) acquire land that contributes to the development of a balanced State program of historic properties. The North Carolina Land and Water Fund Stewardship Program is primarily responsible for monitoring NCLWF-held conservation agreements across North Carolina. Division Description The Division of Land and Water Stewardship is a non-regulatory division within DNCR that provides information and assistance to support effective conservation. The office is an integral part of the state’s conservation efforts, and seeks to maintain a positive relationship with communities through partnerships with local, state, and federal agencies, industries, organizations, and private citizens.
