Description of Work If you are looking for a rewarding career in education, please consider serving as Business Officer I with the North Carolina Department of Adult Correction. This is a full-time, permanent, and continuing position (40 hours per week) with state benefits including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement. This position will serve in the office of the Education Services Superintendent, housed in Raleigh, NC. The Education Services section is a dynamic, positive environment that manages and provides educational programming for offenders in NC state correctional institutions.

Shift Schedule:

Monday to Friday. 8am to 5pm. This is a full-time, permanent and continuing position (40 hours per week) with State Benefits. Some travel may be required as a current valid driver’s license is required. Reporting to the Superintendent of Education Services the Business Officer I serves as a core member of the Education Services team within Department of Adult Correction/ Rehabilitative and Correctional Services located in the Randall Complex, Raleigh NC. As a “Business Officer” the individual in this position would play a pivotal role in assisting the Superintendent with programmatic leadership, procurement activity, budgets, and policy development, as well as manage hiring and other complex personnel issues for Education Services. This person will also assist with hiring highly qualified education staff in four youth schools and education programming. The Business Officer I will provide dedicated expertise in financial management, budget administration, procurement, and other administrative functions, directly supporting the efficient operation of education services. Responsibilities for this position fall into the following key areas:

Manage Budgetary Processes:

Develop and monitor budgets, track expenditures, process budget revisions, and provide regular financial reports to program leadership. This will ensure fiscal accountability and informed decision-making. (15%)

Oversee Procurement Activities:

Manage the procurement of goods and services in accordance with state regulations, including processing purchase orders, track expenditures, managing vendor relationships, and ensuring cost-effectiveness. (15%)

Process Financial Transactions and Maintain Financial Records:

Accurately and efficiently process invoices, payments, and reimbursements, ensuring timely, organized and accurate financial record-keeping, ensuring compliance with state and federal regulations, policies, and procedures. (20%)

Provide Administrative Support:

Assist with contract management, travel arrangements, inventory control, identifying and understanding issues, problems, and opportunities; and develops appropriate solutions, freeing up program staff to focus on their core responsibilities. Performs other administrative support tasks like managing Superintendent’s calendar. (20%)
Serve as a

Resource:

Act as a point of contact for financial and administrative inquiries from program staff, providing guidance and support to ensure compliance and efficient processes. Clearly conveys, persuade, and negotiate information and ideas to individuals or groups. (10%)

Human Resources:

Manage hiring such as employee selection, salary recommendation, employee orientation, manage moderately complex personnel issues performance review, and disciplinary/grievance actions. (20%) The salary grade for this position is NC 14. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity.
