DEQ has an open opportunity for a Program Analyst I. This is a time-limited position. It is full-time (40 hours per week) with State Benefits for a limited time. Although the length of time this position will be active cannot be determined, i t has the potential to extend up to 3 years (36 months). If you have questions concerning the time-limited status of this position, you may inquire at the interview. • This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management. The Program Analyst I plays a crucial role in supporting the State Energy Office’s energy projects and programs for energy and environmental programs funded through Infrastructure Investment and Jobs Act (IIJA), Inflation Reduction Act (IRA), and other federal and state appropriated funding. This position completes various tasks related to these projects and programs including project development; responding to solicitations for competitive and formula funding opportunities; program management for emerging energy technology, energy efficiency, renewable energy, environmental and energy policy research; coordinating with other agencies and programs; and contract management. This position assists with new energy and environmental programs funded through IIJA and IRA and prepares necessary state and federal reports for the projects and programs. This position provides energy and environmental policy expertise for a wide variety of energy efficiency, renewable energy and environmental projects and programs and performs other duties as assigned.
Key Responsibilities:
Assist with the conceptualization, development and implementation of energy and environmental projects and programs. This includes developing solicitations, providing responses to competitive and formula federal and state solicitations, evaluating responses and selecting projects for funding. Provide technical support and knowledge for energy efficiency, renewable energy, environmental and energy policy programs and projects. Manage programs for emerging energy technologies, energy efficiency, renewable energy, environmental and energy policy. Coordinate with various energy stakeholders, other agencies and programs. Manage contractual agreements for energy and environmental programs. Interpret state and federal rules and regulations related to energy and environmental policies. Prepare necessary federal and state reports for projects and programs. Provide energy and environmental expertise for a wide variety of programs and projects. The DEQ State Energy Office The DEQ State Energy Office serves as the agent of energy planning and program development to ensure a sustainable energy future for the citizens of North Carolina. This Division provides services and technical expertise on energy efficiency, encourages the growth and development of the state’s energy economy, and works to increase the use of renewable energy and alternative fuels. The State Energy Office supports energy efficiency in public buildings by assisting North Carolina governmental units manage the use and cost of electricity, water, and other utilities in their facilities. The State Energy Office provides programs, services, and technical expertise for advancing energy efficiency, increasing alternative energy and fuel sources, providing educational opportunities for the public, state and local governments, universities, schools, and businesses, and working closely with other state agencies in responding to energy emergencies during natural disasters and supply interruptions.
