FEATURES OF THE CLASS
The work involves planning, directing and managing the design, modification, automation, support and implementation of the business components of the public health or correctional health related information systems within Erie County. The incumbent works closely with Erie County department or leaders, health information business specialists, ancillary management and operational related departments to analyze, design, develop and implement computer software programs, processes and procedures. Work is performed under the general supervision of the Assistant Director for Application Services. Supervision is not a function of this position. Does related work as required.
TYPICAL WORK ACITIVITIES
Consults with and collaborates with various Erie County department or agency staff to assess and determine public health or correctional health related information requirements.
makes recommendations to meet identified requirements.
Analyzes existing systems and procedures for the purpose of proposing, developing and implementing modifications and improvements for health information security.
Evaluates and establishes design and development priorities.
Coordinates and supervises the design, development, implementation and modifications of computerized information systems as they relate to stored health/patient information/data and HIPPA concerns.
Coordinates the linkage and interface among various installed systems supporting various Erie County departments or agencies and operational areas which access or store health related information.
Works with vendors, technical staff and contractors in performing procedural modifications to computer software.
Participates in the design and development of systems to collect health and/or related business data to meet regulatory and compliance requirements.
May create and participate in system tests of projects and in the evaluations and follow up of systems previously implemented.
Prepares reports and makes presentations on studies covering system development and implementation, modifications, future activities and other relevant factors.
Prepares documentation to support system modifications.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of current electronic data processing equipment, policies, procedures and terminology; thorough knowledge of the techniques and processes involved in systems analysis, design, and implementation; thorough knowledge of current data communication networks with emphasis on evaluation, installation, monitoring and troubleshooting; good knowledge of laws, rules and regulation as they relate to the electronic storage, processing and delivery of regulated and protected health information; good knowledge of operating systems file structure and design; good knowledge of healthcare business processes and procedures in the application of information system technology to business office functions; ability to build screens and reports; ability to create test plans; ability to direct the work of others; ability to communicate effectively, both in writing and orally; a high degree of logical reasoning; sound judgment; initiative; resourcefulness; physically capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS
A. Possession of a bachelor’s degree in information technology, Business or a healthcare related field and two (2) years of experience in business systems analysis or healthcare business analysis associated with the design, development or implementation of computerized management information systems, one (1) year of which included project management experience; or: B. Possession of an associate degree or completion of sixty (60) credit hours in Information Technology, Business or a healthcare related field and four (4) years of experience in business systems analysis or healthcare business analysis associated with the design, development or implementation of computerized management information systems, one (1) year of which included project management experience; or: An equivalent combination of training and experiences as defined by the limits of (A) and (B). NOTE 1: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements. NOTE 2: Health Insurance Portability and Accountability Act of 1996 (HIPAA)
