Essential Duties & Responsibilities:
The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties, but not all duties performed for this position. Other duties may be assigned. Responsible for supporting the United States Army Corps of Engineers (USACE) Power Reliability Enhancement Program (PREP) which provides technical management, staff support, and specialized engineering consultation to Department of Defense (DoD) and Unified Combatant Commands. The tenets of the PREP mission are to ensure the reliability of the electric power and mechanical cooling systems; establish design criteria for specialized facilities; perform facility assessments; and assist facility managers to eliminate utility vulnerabilities. Will lead the facilitation of up to two exercises annually and support the facilitation of at least two exercises, as needed for the Black Start Exercise (BSE) Program Complete and stay current on initial and refresher training as required to meet the PWS requirements Utilize technical expertise to review and interpret site documentation, including generator lists, single-line diagrams, communication maps, critical facility lists, refueling plans, and utility bills, to identify inconsistencies, issues, and atypical systems. Organize, validate, and highlight key information from site documentation while resolving conflicting, inaccurate, or outdated data through physical observations and interviews. Conduct interviews with emotional intelligence to assess mission energy, communication requirements, and identify exercise goals and concerns. Analyze systems to identify and prioritize challenges and propose potential mitigation strategies. Adapt to varying and uncertain situations and environments, demonstrating flexibility in response to changing conditions. Coordinate logistics for exercises, including team selection, assignments, and communication with the site.
Minimum Qualifications:
To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The qualifications listed are representative of the knowledge, skill, and/or ability required. All personnel are required to be US Citizens with an active SECRET clearance at time of award. Bachelor’s Degree Required, Master’s Degree Preferred, engineering and / or exercise background strongly preferred All team members will be available to support a flexible timeline and travel schedule. Technical experience and expertise to understand and apply site documentation such as generator lists, single-line diagrams, communications maps, critical facility lists, refueling plans, utility bills to identify inconsistencies or issues, and to flag atypical systems. Systems analysis skills to identify and prioritize challenges and potential mitigations. Adaptability to uncertain and varying situations and environments. Coordination experience to organize exercise logistics including team selection, assignments, and communication with the site. Diverse technical background is desired. At a minimum teams must have knowledge of electrical transmission and distribution systems, power generation and storage technologies, data and communication networks, water and wastewater systems, program management and contracting, and systems analysis. Additional areas of expertise (such as Supervisory Control and Data Acquisition (SCADA), facility-related controls systems, and operational technology cyber security) can be helpful to the team but are not required to ensure the basic value of the black start exercise is achieved. Familiarity with military installations, facilities, and Civil Engineer / Director of Public Works (DPW) and Directorate of Plans, Training, Mobilization and Security (DPTMS) functions is desired.
Additional Qualifying Factors:
As a condition of employment, you will be required to pass a pre-employment drug screening (post accepted offer) and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.

Must always maintain a constant state of mental alertness. Working Conditions Job is performed in a combination of office and visits to site locations. The office setting includes exposure to computer screens and requires extensive use of a computer, keyboard, and mouse.
