The residency requirement shall not apply to certain public safety/civil service employees. This means exemption from this policy is in effect for the following departments and positions: (1) Sheriff Deputy Patrol Officers, Deputy Jailers and Dispatchers, employed by the Sheriff Department, (2) Correction Officers employed by the Division of Corrections, (3) Firefighters, Paramedics and Dispatchers employed by the Shelby County Fire Department. The residency exemption for public safety/civil service employees does not include Appointed positions with Sheriff’s Office, Division of Corrections or the Fire Department. Position Summary This position is responsible for system upgrades project management and application techniques in database systems. Serves as project management lead for all information systems and assessing hardware/software needs and conversion and configuration. Focus will be primarily related to technologies within the Juvenile court/justice space.
Pay Grade:
56 Salary Commensurate with Experience and Education Minimum Qualifications 1. Six (6) years of experience in an information systems management field including responsibilities in information systems project management, control systems design, implementation information systems planning, and budget preparation or control project management certification; AND 2. Bachelor’s degree from an accredited college or university in information systems, computer science, business management, or a closely related field; OR 3. An equivalent combination of related education and/or experience. 4. Experience with Court and Case management systems (JCS, Quest, etc.). 5. Experience in two, or more, of the following: ITIL, Oracle PL/SQL, OnBase, SharePoint, project management, or Microsoft Power Apps, is preferred. 6.
PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED
Duties and Responsibilities 1. Serves in a lead capacity for all system installations, upgrades, conversions, and configuration projects. 2. Prepares logical statements of business problems and devises procedures for solutions through data processing systems. 3. Assists/directs IT staff with assignments, education, and system knowledge. 4. Coordinates with Computer Systems Analyst as needed 5. Works with users to define problems and the types of data to be processed. 6. Ensures documentation standards are maintained and developed for assigned projects. 7. Evaluates information system products and suggest specific purchases of software and hardware. Participates in product search, product evaluation, and product recommendation. 8. Reviews purchased software maintenance requisitions for renewal. 9. Directs team in specific software product testing, installation, coding, and maintenance support. 10. Develops policies, standards, and procedures for users/installation of new software products. 11. Prepares charts, table, and diagrams to assist in analyzing problems and documenting business workflow. 12. Devises logical procedures to solve problems within the capacity and limitations of equipment, operating time and form of desired results. 13. Engages in continuous improvement initiatives to enhance system performance and user satisfaction. 14. Performs other related duties as required or directed. KSA’S 1. Excellent writing skills for the creation of operational documentation of software systems. 2. Capability to train and mentor staff on new systems and processes. 3. Knowledge of how to apply software and hardware to meet the operational needs of the user. 4. Knowledge of systems and programming using random access and communications equipment. 5. Knowledge of latest/modern PC computer operating systems (e.g. Microsoft Windows 11) 6. Knowledge of Quest, JCS, or similar court management systems 7. Demonstrated skills in one or more languages (.NET or JAVA, Crystal Reports). 8. Ability to solve problems related to systems. 9. Ability to communicate orally and in writing technical and non-technical information for users and management. 10. Skilled in managing relationships with stakeholders to ensure their needs are met. 11. Proficient knowledge of current Microsoft Office Suites or related software Special Requirements 1. Must possess a valid Tennessee driver’s license or secure one by date of employment. 2. Must have access to an operable automobile and meet county requirements for automobile insurance upon date of employment. 3. May be required to travel to other Shelby County offices.
