This is a mid-level position who reports to the Readiness Coordinator as a member of the Readiness Team and plays a critical role in implementing the County’s comprehensive emergency management programs. This position is engaged in a range of projects and programs based on the skillsets of the selected candidate and the needs of the agency. Examples of initiatives this position may be involved in include: Special event preparedness for the Williamson County Fair, Tennessee Renaissance Festival and other events that occur throughout the county. Resource management and logistics for the assets directly managed by WCEMA and those managed by stakeholder partners Developing and revising emergency plans, such as the Williamson County Emergency Operations Plan, Mass Care Plan, Volunteer & Donations Plan, Disaster Recovery Plan, and other hazard/operations-specific plans. Supporting the maintenance of the Williamson County Hazard Mitigation Program. Providing training to emergency responders in topics such as the Incident Command System through G191, G300, and G400. Participates and facilitates tabletop, functional, and full-scale exercises for WCEMA staff and response partners. Supporting WCEMA’s Continuous Administrative Compliance Program with the Emergency Management Accreditation Program (EMAP). Engaging in community preparedness efforts such as presentations, education booths, and the Community Emergency Response Team (CERT). Respond and work inside the Williamson County Emergency Operations Center (WCEOC) for weather events, technology outages, human-caused events, and other incidents or events that impact the County. As of April 7, the WCEOC has been activated 8 times for a total of 13 days of activation in 2025. May respond to emergency calls in the field such as brush fires, search and rescue cases, hazardous materials incidents, or other incidents within the county. This position may provide mutual aide to other jurisdictions as a member of an All-Hazards Incident Management Team (AHIMT) or an Emergency Management Support Team (EMST). Roles and responsibilities include, but not limited to: Fosters good working relationships with internal and external stakeholders. Leads and manages multiple projects and/or programs as assigned. Provide subject matter expertise to stakeholder organizations in the development or evaluation of their emergency plans, procedures, and protocols. Facilitates the coordination and execution of emergency preparedness drills and exercises. Conduct risk assessments and vulnerability analyses to identify potential hazards for Williamson County, critical infrastructure and key resources, and special events. Provide training and technical assistance to staff, volunteers, and community members on emergency preparedness and response. Manage emergency equipment, resources, and supplies. Compiles and analyzes data to improve emergency management practices and outcomes. May serve as a liaison during emergency incidents, coordinating resource allocation and information dissemination. Respond and serve as an Emergency Services Coordinator, Branch Director or other position as assigned during an EOC activation.
Knowledge and Skills Required:
Working knowledge of principles, techniques, and concepts of emergency management, community preparedness, incident management, and disaster recovery. Ability to prioritize tasks, adapt under pressure, think analytically and creatively. Ability to teach and instruct basic emergency management skills and concepts. Must have good organizational skills and be self-motivated to accomplish tasks.
Education and Experience:
Either a minimum of an Associate’s Degree in emergency management, homeland security or related field or; a minimum of three years in an emergency services role with a full understanding of emergency management concepts and principles is required. IS-100, IS-200, ICS-300, ICS-400, IS-700, IS-800, and the FEMA Professional Development Series are required within 12 months of hire. At least one industry-recognized certification, credential, or licensure (i.e., Certified Emergency Manager, credentialed All Hazards Incident Management Team Member, Hazardous Materials Technician, etc.) is preferred.
Physical Demands/Work Environment:
Must be able to lift 50-100lbs, climb over and lift heavy debris, drive vehicles and operate some emergency response equipment, traverse and maintain endurance over rough terrain, hear and speak clearly in different settings during times of emergencies, and visually assess and physically maneuver in the field during training or actual emergencies. Though much of the work will be conducted in office settings, there may also be exposure to environmental conditions and/or hazardous materials which may cause discomfort and pose a limited risk of injury for extended periods of time.
