Job Description Torch Technologies Inc.is seeking a Buyer 1 that will be responsible for cradle to grave procurement of materials, equipment, supplies and services for the organization to include the required documentation associated with a Government Approved Purchasing System.

Duties will involve working with routine to complex purchase order terms and conditions, clauses, and other contractual requirements to assist management in dealing with contractual rights and obligations as related to supplier activity; and complying with corporate policies and Federal Acquisition Regulations (FAR) to include oversight of supplier compliance as applicable. In addition, the successful candidate will also complete the following: Issue requests for quotes/proposals.
Evaluate and prepare comparative analysis of quotes/offers for best value, delivery, and other evaluation criteria.
Issue, administer, and close out purchase orders through the expediting process.
Coordinates with the supplier and Torch personnel related to damage claims, rejections, losses, return of materials, over shipments, cancellations, and change orders.
Assist with evaluation of approved suppliers and maintain supplier profile data.
Engage in negotiations with suppliers to obtain best value for Torch and its customers.
Create and maintain file documentation in accordance with Torch policies and procedures and DCMA Contractor Purchasing System Review (CPSR) requirements.
Track procurement status and update notes and customers from requisition through delivery.
Conduct market research as required.
Prepare and write price cost analysis and document the purchase order file.
May be responsible for mentoring and training others within the procurement team. Qualified applicant will have good communication (oral and written) skills and the ability to establish and maintain a close relationship with internal and external customers, as well as other administrative departments; and work independently and take a proactive role to assure that items are completed on or ahead of schedule. Job Requirements BA/BS Degree or higher in Business Administration, Supply Chain Management, Contracts/Procurement,or related field.
0 to2 years of direct experience in procurement or subcontracts managing purchase orders or subcontract actions in support of US Government Prime Contracts is preferred.
Knowledge of cost and price analysis techniques.
Experience working with Deltek CostPoint preferred.
Experience working with

FAR &CPSR

DoD approved purchasing system preferred.
Ability to read and interpret drawings and specifications.
Experience in an ISO9001, ISO14001,and AS9100 environment is a plus.
Working knowledge of an MRP systems is a plus.
A CPCM, CFCM, or advanced procurement-related certification is a plus.
If applicable, abilityto obtain and maintain aDoD security clearance is a requirement. U.S. Citizenship Required for this
