DESCRIPTION
Job Summary Supports procuring a variety of goods and services for the County as well as supporting the development and administration of contracts pursuant to each purchase in conformance with applicable County policies and State public procurement laws. Essential Functions
- Provides technical, specialized procurement support to the assigned work unit, ensuring alignment with divisional policies, procedures, and operational goals; assists section manager in resolving any procurement-related disputes or obligations.
- Reviews division/department procurement needs and provides recommendations regarding waivers of competition, exemptions from competition, and cooperative purchases; ensures justifications are documented and in line with policies and regulations.
- Reviews procurement documents, including solicitations, scopes of work, and evaluation criteria, for accuracy and completeness; communicates with divisions/departments to clarify needs or missing information; follows established procedures to assist in selecting the correct purchasing method under County and State rules.
- Manages and conducts audits of the professional service library to ensure contract accuracy, compliance with procurement policies, and proper documentation; identifies gaps or inconsistencies and recommends process improvements.
- Conducts procurement research and analysis of findings to support sourcing strategies, vendor selection, contract compliance, and policy development.
- Analyzes historical billing data to identify trends, assess contract compliance, and support cost-effective procurement decisions.
- Audits procurement contracts to ensure adherence to legal, regulatory, and policy requirements; evaluates contract terms, performance, and documentation for compliance, identifies risks or violations, and recommends corrective measures.
- Prepares and manages public notices for procurement opportunities in compliance with legal and regulatory requirements; ensures accuracy, timeliness, and transparency of solicitations, amendments, and award notifications; coordinates with division/department staff to verify content and maintain consistency with procurement policies.
- Assists in the development of assumption agreements; collaborates with legal, procurement, and program staff to gather relevant contract information, ensure compliance with applicable regulations, and support accurate documentation of obligations and terms.
- Performs source and product price comparisons, technical specification comparisons and related work for making a buy determination.
- Works with Procurement Division staff to execute a product buy; works with Project Managers to facilitate delivery and logistics details.
- Establishes and maintains files and records of assigned contract activities; prepares correspondence and letters; and responds to routine vendor/contractor inquiries; prepares summaries and reports of purchasing/contract activities as requested; processes closeouts for each assigned contract once all terms and conditions are satisfied.
- Collaborate with lead Procurement Division staff, Clerk of Court Finance, and the County Attorney’s Office to ensure the accurate preparation, review, and compliance of procurement documentation. Minimum Qualifications
- Associates degree required.
- One (1) year of related experience.
- Candidates without a degree should possess two (2) additional years of related experience.
- Fingerprinting required.
