Description
Exercises the procurement authority delegated to this position by the Board of County Commissioners and the Purchasing and Contracts Manager through the Seminole County Purchasing Code, Purchasing Policy and County Manager’s Policies. Provide subject matter expertise to the division on all procurement related functions. Responsible for all aspects of the procurement cycle from initiation to contract closeout. Procures supplies, materials, equipment and services required by the County at the best value for complex projects. Trains division staff and stakeholders and provides procurement guidance and support to ensure compliance with the County’s policies and procedures and state statutes. Conducts negotiations on price, terms and conditions for a variety of solicitation types. Assist PCD teams in conducting detailed price analysis. Provides efficient customer service in a professional manner. Performs duties and functions professionally with the highest ethical standards. Pursuant to Florida Statutes, Chapter 112, must annually file “Form 1 Limit Financial Disclosure” in the county of their residence. •Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description. •Additional compensation based on licensure.
Essential Functions

Possess extensive public procurement knowledge and experience enabling independent work and decision making Solicitation process for complex projects
Coordinate pre-solicitation meetings with Project Managers to gain project understanding to provide advice or direction on the solicitation type, research and suggest best practices Develop procurement milestones
Work with requesting Department to develop and ensure clear specifications
Research sources of supplies and conduct market research
Supplier analysis to include supplier visits, past performance and compliance to quality standards
Develop and issue complex solicitations for a variety of projects including but not limited to professional services under the Consultants Competitive Negotiations Act (CCNA), vertical and horizontal construction and software agreements
Develop special clauses, terms and conditions applicable for the type of solicitation including but not limited to sales tax recovery and owner direct purchases
Conduct pre-bid conferences and site visits
Review bids and proposals for compliance with the solicitation requirements, responsiveness and responsible determination, detailed price analysis and prepare tabulation
Conduct reference checks as requested
Analyze vendor’s financial information to determine company’s stability and capacity Coordinate the evaluation of bids / proposals
Assist the Purchasing and Contracting sections in negotiation strategies by conducting detailed price analysis Review final recommendation for award
Coordinate with the County Attorney’s Office in preparing contract documents for execution, ensure bonds and insurance meet the solicitation requirements
Prepare agenda items for projects that require approval by the Board of County Commissioners, include supporting documentation
Contract Administration functions will include monitoring vendor’s performance for any issues with delivery, quality, or schedule and may require project site visits Provide documentation and assist the Division Manager with responding to protests and claims
Train the Division staff on procurement related subjects, and assist internal customers on the County’s financial System
Assist Division Supervisors and Manager in the development strategies to meet priorities, deadlines and goals
Assist Division Supervisors and Manager in implementing process improvements activities and best practices
Respond to inquiries from vendors and County staff including the County Manager and Board of County Commissioners
Liaise with external agencies, and professional associations to bring training and awareness to Division staff
Update the Weekly Solicitation Report Mentor Division new hires, and work with all Procurement Analyst to develop a plan for certification or re-certification
Serve as backup for the Procurement Administrator in their absence
Additional Duties:

Minimum Qualifications
Bachelor’s Degree in Business or its equivalent. Five years of related public procurement experience. Professional certifications such as CPPB, A.P.P., CPP or other related procurement certifications is required. A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Must possess and maintain and valid Florida Drivers License. Experience with JD Edwards and procurement functions within
Knowledge of contracting for professional services as required by the Consultant’s Competitive Negotiation Act (CCNA), to include truth-in-negotiation certification, labor rates, burdened labor rates, allowable and allocable costs, overhead rates, and G&A rates. Must be able to conduct a detailed analysis of the cost proposed for professional services to determine the fees are fair, competitive, and reasonable
Knowledge of governmental purchasing methods, policies, procedures, laws, and terminology.
In depth knowledge of the procurement cycle, from solicitation to project closeout, including requisitioning, quotes processing, market survey, contract terms, vendor relationships and approvals. In depth knowledge of a variety of contract types and required clauses and special provisions.
Knowledge of sources of supply and characteristics of specific industries.
Knowledge of price analysis methodologies, commercial price lists, market prices, etc.
Knowledge of negotiation techniques and strategies.
Ability to work independently in a dynamic environment that requires multi-tasking and responsiveness to changing priorities.
Ability to provide professional work including data analysis and generation of reports to management.
Ability to interact professionally with all customers and be responsible for all aspects of the procurement cycle for assigned projects.
Ability to operate small office equipment, including copy machines or multi-line telephone systems.
Ability to use computers for data entry, word processing, and/or accounting purposes.
