SUMMARY:
This is a responsible position that involves administrative and technical work in the procurement of goods and services for County Departments. The employee assigned to this classification is responsible for supervising and performing operational activities for procurement of a wide variety of materials, supplies and equipment and for coordinating purchases in compliance with federal, state, and local laws, policies and procedures and for providing routine, day-to-day supervision of the warehouse. Work is performed under the direction of the Assistant County Administrator.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Directs the operation of the warehouse and inventory distribution activities and purchasing department.
- Plans, develops, and implements Purchasing’s operating budget and monitors cost expenditures.
- Serves in an advisory capacity to departments regarding administration of purchasing policies and procedures.
- Receives requisitions from departments and when needed confers with vendors to obtain product or service information such as price, availability, specifications, substitutions, purchase order status, and delivery schedule; then follows through with issuing and distributing purchase orders.
- Confers with respective department heads before ordering when substitutions are optional.
- Consults with departments to determine commodity needs in terms of quality, quantity, and delivery.
- Sets up new accounts and completes credit applications and vendor update forms for new vendors.
- Identifies problem areas and recommends ways to improve efficiency of the purchasing and warehouse operation.
- Occasionally solicits, receives and reviews competitive quotes and analyzes data.
- Processes the encumbrance of funds through purchase orders.
- Confers with Finance or Department Heads to resolve issues pertaining to purchase orders, i.e. funding and charge codes.
- Maintains records pertaining to cost of commodities and departmental usage.
- Orders, receives, inspects, stores and distributes warehoused items.
- Maintains satisfactory stock levels and takes periodic physical inventories.
- Analyzes the cost effectiveness of warehousing particular items.
- Performs cleaning of warehouse and keeps stock orderly.
- Reviews inventory for items that are obsolete or slow moving and adjusts accordingly.
- Performs other duties as assigned.

EDUCATION AND/OR EXPERIENCE
High School diploma or equivalent; two years of college and/or Associate’s Degree from an accredited university or college, or minimum of two (2) years of relevant experience.
