Under supervision, provides professional level procurement support in a variety of procurement activities for a unit. Coordinates the purchase of equipment, services, and supplies from established vendors. This role will act primarily as the buyer for their designated unit. This position has multiple vacancies to be filled.

Primary Duties & Responsibilities:

Review requisitions for goods and service and prepare purchase orders
Resolve or mediate purchasing problems as they arise
Develop and analyze purchasing reports for management
Ensure all purchase requests are compliant with the Georgia Procurement Manual and agency policy
Assist with contract development, renewals, and with obtaining all required approvals
Perform market research to assist in developing bid specifications.
Other duties as assigned by the APO An ideal candidate will also have: An understanding and knowledge of the order of precedence
Previous experience as a buyer/purchasing clerk
Contract administration, vendor management and/or sourcing experience

Minimum Qualifications:

Associate degree in accounting or business, or a directly related field from an accredited college or university.
Or technical diploma in accounting or business and one (1) year job-related experience in a procurement environment.
Or one (1) year of experience at the lower-level Procurement Agent Trainee (FEP019) or Procurement Technician (FET112) or equivalent position.

Note:

Some positions require Georgia Procurement Manual area-specific certifications(s). Preferred Qualifications Three years of experience performing procurement responsibilities (i.e. buyer, contract administrator, etc.)
Possess the Georgia Certified Purchasing Manager (GCPM) certification.
Experience with contract administration and the electronic bidding process
Experience using PeopleSoft Financials, Workday, or equivalent procurement software.
Experience using the Team Georgia Marketplace (TGM) system.
