  • Position may be filled at Buyer I or II (115 or 116) and retains promotion potential to Buyer III, Labor Grade 117 SUMMARY The Buyer III works under the direct supervision of the Director, Purchasing, and is responsible for the effective implementation of purchasing procedures for a wide variety of materials, equipment, and services.

The Buyer III is responsible for performing various accounting functions to ensure the efficient operation of the department. This position differs from the Buyer I and Buyer II in that the Buyer III has demonstrated advanced knowledge and understanding to complete job duties assigned and can assist with the orientation and training of new coworkers. The Buyer I and II positions are designed to train and develop the incumbent in preparation for career advancement to the full performance level, which is Buyer III. Employees selected at the developmental levels have non-competitive promotion potential to the full performance level, Buyer

III. MAJOR DUTIES
  • Performs purchasing procedures at regular intervals for the acquisition of materials, commodities, services, rentals, and inspections in accordance with applicable federal, state, and local laws, ordinances, rules, and regulations, including compliance with all grant requirements
  • Qualifies vendors, evaluates bids, and negotiates prices and terms for purchased goods and services
  • Coordinates purchasing procedures and training among departments and divisions
  • Coordinates purchasing procedures with consultants, contractors, and suppliers to acquaint them with procurement policies and procedures and to obtain information on required products and services
  • Coordinates bulk material bids
  • Performs duties related to the maintenance of the integrity of the procurement process including keeping abreast of current developments related to public procurement including revisions to federal, state, and local laws, ordinances, rules, and regulations; possesses complete integrity and high sense of ethics; resolves complaints from users, vendors, and the public; interviews and researches potential and new vendors; participates in planning and improving the Purchasing Department’s operations; and assumes the duties and responsibilities of the Director upon request • May conduct activities related to the Request for Quote/Procurement process for Public Works projects including those with state and federal funding • Tracks purchases, monitors vendor quality, and maintains a current database of vendor information • Assignments require ability to make decisions independently and solve problems • May act as the liaison between departments and external vendors • Assists and develops buyers’ skill and expertise • Any other duties as assigned
MINIMUM EDUCATION AND EXPERIENCE QUALIFICATION REQUIREMENTS

Full Performance Level Minimum Qualification Requirements

  • Labor Grade 117
Education :

A bachelor’s degree from an accredited college or university in Accounting, Business Administration, Public Administration, or a related field is fully qualifying for the 117 level.

    Combined Secondary Education and Experience :

    (4) years combined progressively higher-level education (post high school) leading to an associate or bachelor’s degree and directly related experience is fully qualifying for the 117 level.

      Experience :

      (4) years of directly related experience is fully qualifying for the 117 level. Developmental Level Minimum Qualification Requirements

      • Labor Grade 116
      Education and Experience :

      An associates degree from an accredited two-year college or university in Accounting, Business Administration, Public Administration, or a related field and (1) year of directly related experience is fully qualifying for the 116 level.

        Combined Secondary Education and Experience :

        (3) years combined progressively higher-level education (post high school) leading to an associate or bachelor’s degree and directly related experience is fully qualifying for the 116 level.

          Experience :

          (3) years of directly related experience is fully qualifying for the 116 level. Developmental Level Minimum Qualification Requirements

          • Labor Grade 115
