Purpose Statement
The job of Site Purchasing Specialist is done for the purpose/s of providing a variety of supports to the Purchasing Coordinator. Responsibilities include coordinating assigned projects, performing basic bid/RFP functions, establishing and maintaining department records, and compiling and distributing a wide variety of materials and reports.
This job reports to Purchasing Coordinator.
Essential Functions
Assists with purchases and sets up district-wide purchasing accounts (e.g. Staples, Office Depot, etc.) for the purpose of supporting sites in obtaining goods and equipment.
Attends department and/or in-service meetings, workshops, and/or trainings for the purpose of conveying and/or gathering information required to perform functions.
Collaborates with Inventory Specialists (e.g. confirming pricing, winning bidder, item description, quantity requested, etc.) for the purpose of maintaining inventory min/max levels.
Collaborates with IT Specialists for the purpose of managing the district’s business software.
Compiles data for the purpose of preparing reports or processing requests.
Completes the bidding process for basic bids/RFP’s for warehouse inventory items, commodities, and services (e.g. prepares specifications, evaluates bids, prepares advertisements, etc.) for the purpose of securing items and/or services within budget.
Contacts vendors as necessary in order to make revisions for the purpose of ensuring any items that are not in compliance with board policy and state statues are followed.
Coordinates with end users (e.g. nurse coordinator, art coordinator, etc.) for the purpose of changing the inventory.
Enters and reviews new vendor requests in the accounting system for the purpose of processin gand auditing purchases for contract compliance.
Performs back-up functions in the absense of the Purchasing and Contract Specialist (e.g. approving PR’s, conducting bid openings, etc.) for the purpose of ensuring the effient and effective functining of the work unit.
Performs all necessary clerical tasks in collaboration with department secretary(s) (e.g. correspondence, mail distribution, answers calls, takes messages, copies/scans materials, receives for delivieres, schedules appointements, reserves rooms, verifies Govdeals payments, provides coverage for others, etc.) for the purpose of ensuring the efficient and effective functioning of the work unit.
Processes all tax-exempt certificates for vendors for the purpose of complying with established procedures and regulations.
Processes credit credit applications for the district for the purpose of complying with established precedures and regulations.
Researches cooperative bids available to the district for the purpose of ensuring that the district is afforded the best price and value for any items and/or services requested.
Researches items to be purchased for the purpose of ensuring quality meets district standards and prices are within district budget limitations.
Reviews basic contracts for contract language, insurance requirements, and backgraounds as applicable (e.g. DJs, speakers, judges, field trips, etc.) for the purpose of ensuring compliance with all district policies and state statues.
Schedules and performs vendor background checks through the SOR (sex offender) registry for the purpose of complying with district policies.
Verifies and distributes business card/envelope orders for the purpose of complying with established procedures and regulations.

Other Functions:

Performs other related duties for the purpose of ensuring the efficient and effective functioning of the work unit.

Skills, Knowledge and Abilities
SKILLS are required to perform single, technical tasks with a potential need to upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including utilizing pertinent software applications; planning and managing projects; budgeting and financial management; and developing effective working relationships.

KNOWLEDGE

is required to perform basic math, including calculations using fractions, percents, and/or ratios; read a variety of manuals, write documents following prescribed formats, and/or present information to others; and understand complex, multi-step written and oral instructions. Work Environment
The usual and customary methods of performing the job’s functions require the following physical demands: significant lifting, carrying, pushing, and/or pulling, frequent climbing and balancing, frequent stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 33% sitting, 34% walking, 33% standing. The job is performed under minimal temperature variations and under conditions with some exposure
to risk of injury and/or illness.
Experience Job related experience is desired.
