Duties and Responsibilities Reviews, evaluates, and processes purchase requisitions using contract prices, cooperative purchasing programs, and quotations, ensuring compliance with policies and regulations for City-wide purchases
Prepares, manages and maintains catalogs in support of purchasing function and contracts; monitors catalog activity and functionality; monitors order processes and workflow to ensure efficiency; updates and maintains accuracy of data
Provides training and guidance to internal customers regarding purchasing processes and systems; provides support in resolving issues and discrepancies and internal customers providing support and timely information
Supports the maintenance of supplier records, including registration, updates, TIN matching, and vendor communications
Reviews and analyzes purchasing data and processes; provides recommendations related to spending, payments, contracts, bid opportunities and/or process improvements
Provides professional support of functional activities such as, but not limited to, procurement card program administration, surplus equipment disposal, request for proposal process administration, accounts payable verification/reconciliation
Typical Qualifications Education and Experience:
Bachelor’s degree in business administration, finance or directly related field and one year of professional procurement experience involving the purchase of goods and services, preferably in the public sector OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Preferred Qualifications:
Designation as a Certified Local Government Purchasing Officer (CLGPO) or similar public procurement certification
Familiarity with PeopleSoft Financials or other enterprise procurement (e-Procurement) systems
Additional Information Knowledge, Skills, and Abilities:
Strong attention to detail and organizational capabilities
Procurement principles, practices, and applicable regulations
Monitoring and administering procurement processes for compliance and efficiency
Analyzing purchasing data and identifying opportunities for process improvement
Interpreting and applying laws, codes, regulations and standards applicable to procurement
Effective communication and interpersonal skills to support internal and external stakeholders
ADA and Other Requirements:
Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.
Sedentary Work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Working Conditions:
Work is routinely performed in an indoor, office environment.
