DEQ has an open opportunity for a Procurement Specialist II. • It is full-time (40 hours per week) with State Benefits • This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management. This position serves the Division of Mitigation Services and supports Division personnel, while working in a highly complex, high-risk marketplace. This position is responsible for developing complex solicitations and the procurement of highly technical service contracts for a range of environmental and ecological purchasing. This position is responsible for managing bid solicitations, negotiations, processing requisitions, purchase orders, and competitive bids for a range of environmental and ecological procurement, as well as general and commodity areas such as equipment, material, and supplies. This position serves as the liaison between the Division and the DOA Division of Purchase and Contract, DIT Procurement, DEQ Procurement Section related to procurement requests and awards.

Key Responsibilities:

Use knowledge of NC procurement laws and rules to provide the Division’s daily operations of procurement of goods and services through fair and open market competition based on NC General Statutes, NC Administrative Code, NC Purchasing Manual, DEQ Purchasing Manual, and DOA/DEQ Special Delegation Agreement. Develop and manage complex solicitations of competitive bids for a variety of highly technical IT and environmental compensatory mitigation services (via NC eProcurement Ariba Sourcing, NC electronic Vendor Portal), host pre-conference meetings, public bid and cost openings, review bid offers, and prepare supporting documentation necessary for contract awards. Process requisitions and purchase orders in NC eProcurement for general and specialized commodities for services and goods. Use established policies and procedures to determine what documentation is required to accompany purchases for proof of compliance. Serve as the liaison between the Division and the DOA Division of Purchase and Contract, DIT Procurement, DEQ Procurement Section related to procurement requests and awards by following required communication protocols and specifications. Assist with additional projects or new assignments as requested. Assist with Procurement and Financial Data Administration and Quality Control in the Division’s MS Dynamics database. Responsible for data entry, maintenance, and quality control of procurement data (solicitations, bids, contracts, amendments, Purchase Orders, related financial data, etc.) in the Division’s MS Dynamics Customer Relationship Management (CRM) database. Monitor and correct financial and contract data insufficiencies.
Responsible for remnant hardcopy and digital file organization/reorganization and management in accordance with State records retention policies; provide procurement file documentation for requested audits.
Assist with developing Division processes and procedures to promote improvements for quality control of data and efficiencies; completing special projects, duties, and assignments as requested.
Serve as backup to Division’s administrative duties and miscellaneous tasks such Division phone coverage, DEQ front desk duty, receiving mail and checks, as assigned.

The Division of Mitigation Services:

The N.C. Division of Mitigation Services’ mission is to provide cost-effective mitigation alternatives that improve the state’s water resources. This NCDEQ division is responsible for providing compensatory mitigation statewide for streams and wetlands that are impacted by development and transportation projects as well as for riparian buffers and nutrient loading in some areas of the state. The program must provide all planning, implementation and disposition associated with restoration, enhancement, creation, and preservation project sites in 54 cataloging units (in 17 river basins) in the state. The DMS manages the development of comprehensive mitigation projects worth $40-80 million annually. The products produced by this program facilitate approximately $2-3 billion in statewide infrastructure improvements annually. Failure to provide mitigation can impact water quality, habitat, and other important watershed functions.
