PURPOSE/REASON
To carry out all phases of construction procurement applicable to the District’s building program to ensure District support of capital improvements. Ensures construction procurements are in compliance with State construction procurement requirements, State Education Board construction programs, District’s Capital Building Plan, and the District’s Procurement Code & Regulations.
REQUIRED QUALIFICATIONS
EDUCATION:
Bachelor’s Degree
EXPERIENCE & TRAINING
Five to seven (5 to 7) years experience in construction procurement Two years management experience.
LICENSING/CERTIFICATION
Certified Public Purchasing Official (CPPO) or Certified Purchasing Manager (CPM) or Certified Professional Public Buyer (CPPB)
PRIMARY POSITION RESPONSIBILITIES
1. Plans, directs, and/or supervises procurement of construction equipment and services needed by the District in support of the Capital building program. 2. Prepares specifications or assists the end user in preparation of specifications for Capital building programs related to construction equipment and services. Determines the appropriate source selection for technology, construction equipment, infrastructure, construction services, and, construction supplies considering their effect on cost competition, performance and advantage to the District. Performs proper contract administration after award on construction contracts. 3. Works closely with the District’s Facilities Improvement, Facility Services, construction management firms and Finance departments to ensure all project and budget requirements are met. Closely works with the District’s Facilities Improvement office and construction management firms to establish milestone charts to meet time frames. 4. Ensures all necessary advertising requirements, amendments and revisions to solicitations, notice of intent requirements and approval requirements occur within established time frame. Ensures all laws are adhered to including South Carolina Facilities Planning and Construction Guide, State engineer guidelines and the District Procurement Code and Regulations. Failure to comply could result in loss of Procurement Authority for District or legal suits. 5. Conducts and/or monitors the opening of construction related solicitations to include sealed bids, best value bids, indefinite delivery contracts, and sealed proposals. Evaluates, tabulates or verifies tabulation of solicitations to insure lowest responsive and responsible bidders. Conducts proposal selection evaluation committees to determine the most advantageous offeror. Submits recommendations for awards of bids through channels to appropriate authority. 6. Interprets District Procurement Code and Regulations for compliance by end-users. Screens purchase requirements to ensure compliance with District Procurement Code and Regulations. 7. Identifies, monitors, and solicits Minority Business Enterprises (MBEs) to achieve participation in construction projects. 8. Supervises activities of the Construction Procurement Supervisor and Construction Procurement Technician 9. Continues Professional Development to maintain professional certification, as funds permit. 10. Assists with the budget process, as necessary. 11. Serves as custodian for confidential materials submitted in procurement actions where improper handling or release could result in legal action. 12. Oversees procurement activities of Construction Management Firms and Facilities to insure compliance with District’s Procurement Code and Regulations. 13. Establishes policies that pertain to construction procurement actions. 14. Assists with the preparation of procurement files for scheduled and unscheduled audits. 15. Prepares bid specifications and documents and performs evaluation process. 16. Establishes contracts to expedite construction goods and services for end users. 17. Conduct construction procurement training for District employees.
