About Our Agency
The South Carolina Department of Disabilities and Special Needs (DDSN) is the state agency that plans, develops, coordinates, and funds services for South Carolinians with the severe, lifelong disabilities of:
intellectual disability and related disabilities
autism spectrum disorder
traumatic brain injury
spinal cord injury and similar disability

Job Responsibilities:

Serves as an agency centralized procurement and purchasing liaison. Ensures that all procurement processes align with organizational standards and regulatory requirements.
Primary responsibilities include receiving internal requisitions from the DDSN, confirming that appropriate budget coding and approvals are in place, and creating purchase orders in the SCEIS system to facilitate the acquisition of goods and services for DDSN Regional Centers.
Ensure that all necessary documentation is accurately attached and recorded on purchase orders. It’s essential to keep procurement files organized and updated from fiscal year to fiscal year for easy reference and compliance checks.
Maintain constant engagement with end-users and actively manage procurement inboxes, addressing inquiries related to vendor searches, market research, quote requests, and purchase order modifications. Aim to respond to all inquiries within 24 hours to exemplify commitment to professional service.
Responsible for monitoring encumbrance and spend reports from regional centers to identify procurement trends. Ensure that all transactions are properly reconciled, budget codes are validated, and compliance is maintained throughout the procurement process.
As an agency lodging cardholder, will process and monitor payments for lodging requests, make travel reservations, and handle purchases using the agency travel P-Card, ensuring adherence to state procurement codes.
Collaborates with the Asset Management staff. Work closely with DDSN Regional Centers, the Finance Division Asset Accountant, IT Division, and State Fleet Management to guarantee that assets are properly tagged, reported, and disposed of in accordance with SCEIS protocols. Integral in streamlining these processes and ensuring that the DDSN operates efficiently and effectively.
Responsible for following all Agency policies and procedures and may be required to perform and/or participates in outcome activities and any other related duties as assigned by supervisor, management or Procurement Director. Serves as backup to agency counterparts, Procurement Specialists, assist with approving/keying carts, good receipts and issuing POs.

Minimum and Additional Requirements

State Minimum Requirements:

A high school diploma and work experience that is directly related to the area of employment. A bachelor’s degree may be substituted for required work experience. Must possess a valid Driver’s License. Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Preferred Qualifications
A high school diploma and work experience directly related to the procurement process for state agencies (ex: purchases supplies and equipment for use by state agencies; negotiates contractual agreements under state and federal provisions). Proficient with the use of SCEIS for processing requisitions, purchase order and/or receipt of purchases. Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
