  • Performs technical level purchasing adhering to Federal and Agency directives and handbooks, policy and stion memoranda to acquire Veteran-specific medical equipment, supplies and services based on a medical provider’s clinical assessment and evaluion of the Veteran’s medical condition.

This includes but is not limited to: rentals to meet the outpient medical needs of the services, all outpient durable medical equipment and supplies, rehabilition equipment, mobility and daily living aids, neuro-sensory, home oxygen, inpient surgical implants, and supplies. Obtains all necessary procurement informion to successfully submit acquisition plans and procurement packages for stock and Veteran-specific needs to the Network Contracting Office and uploads quotes, bids, invoices, consults, and other important documents to the Electronic Contract Management System (eCMS/FORCE). Performs research to find alterne vendor resources not available in agency system, to meet the needs of specific purchase situions. Performs the process of vetting and vendorizing following VHA Prosthetics guidelines to complete to complete purchases for items th aren’t available through established vendor networks. Incumbent provides Veteran care and support services to an adult populion and serves as the point of contact for external customer service inventory needs and support. Verifies accountability of all prosthetics expenditures in both the purchase menu and the prosthetics program and associes all obligions to the individual Veteran. Ensures the services provided are documented as the type of service and durion. Monitors, receives, tracks, interprets, and analyzes Prosthetic Consults, and prescriptions (VAF 10-2431) for items, services and home medical equipment from physicians, therapists, medical center personnel, Veterans, or their representives. Reviews requests for completeness, comparing disability or diagnosis to equipment and/or services normally provided for the condition for which they are requested, and/or proper documention has been provided to justify the issuance. Ensures consults are completed and appropriely closed within guidelines and follows up on all pending consults to ensure services are rendered as quickly as possible or as indiced on the prescription/consult. Examines clinical health records and claims folders to determine eligibility and entitlement for items and services based on adopted criteria and advises Veteran of the same. Identifies priorities on pending requests to comply with VA Central Office manded five (5) calendar day deadline. Ensures pending requests are posted to the suspense log and enters da to verify the workload stistics used to determine facility funding for Prosthetic activities. Identifies, verifies, and ensures eligibility of all services and durable medical equipment (DME) requested on Computerized Pient Record System (CPRS) consult request by an authorized requester per the area of responsibility and training is addressed before issuing DME. Physical Requirements:

Work is primarily sedentary when conducting purchasing functions for PSAS. However, while conducting inventory management functions, the incumbent may work comfortably in a warehouse environment, sitting, standing, walking, bending, lifting, carrying, retrieving, and managing inventory. Prolonged periods of working a computer terminal is required. Ability to retrieve equipment from a storage room is required. Climbing associed with stocking of equipment and other items in storage areas is necessary. Incumbent may carry/lift items weighing up to twenty-five (25) pounds. Normal safety precautions are adeque. The work involves modere discomfort when ing sites away from the office. At times, the employee may be required to wear protective clothing when ing the Prosthetic and Sensory Aids Fabricion Laborory.
