Administrative Job Summary East Tennessee State University’s Office of Financial Services is seeking a Procurement Specialist. This position reports to the Director of Procurement and Contract Services and provides support across all activities of the Procure-to-Pay process, including bid and proposal procedures, compliance reporting, and Accounts Payable vendor issues. Knowledge of state and federal laws and policies and procedures as they relate to the Procure to Pay process.
Knowledge of university purchasing policies and procedures in coordination with payment processes.
Knowledge of various products and pricing standards utilized by the university.
Knowledge of and ability to interpret and apply University policies/procedures, and state and federal laws as they relate to Procurement and Accounts Payable.
Ability to use online ERP system, related to Procurement, Supplier, and Accounts Payable processes.
Ability to communicate effectively at all levels, conceptualize, solve problems, make decisions, and accept responsibility.
Ability to establish, build and maintain relationships with vendors and departments across the university.
Ability to organize, analyze, and interpret collected data.
Ability to function as a team member.
Ability to maintain confidentiality of employee and supplier information.
Ability to manage tasks of highly detailed and technical nature.
Ability to organize and prioritize multiple tasks.
Required Qualifications
Bachelor’s degree.
Two or more years of experience working in Procurement, Accounting or Vendor Management related roles.
Proven history of vendor interaction, vendor maintenance, and understanding of the Procure to Pay process.
Preferred Qualifications
Experience working with legislative (state and federal government) processes.
Experience working in multi-task, hi tempo environments on a regular basis.
