Position Summary:

Acting as Assistant CEO for the company, this is a highly responsible professional, administrative, and managerial company Officer is involved in the oversight of the programs, departments and/or other elements of the Charleston Water System as assigned by the CEO. This Officer serves as the corporate chief executive in the absence of the CEO. This position reports directly to the Chief Executive Officer.

Essential Functions:

Serves as the chief corporate officer in the absence of the CEO. Responsible for executive management duties assigned by the CEO. Provides managerial oversight of all departments, program areas, and/or other elements of Charleston Water System as assigned by the CEO. Responsible for ensuring that assigned areas of responsibility are in strict compliance with all local, state and federal laws, requirements, regulations and utility standards, as well as internal CWS policies. Responsible for setting standards and objectives in areas of responsibility in conjunction with the CEO and/or Board of Commissions as necessary. Evaluates the performance of subordinates as well as related policies and procedures to ensure compliance with established policies, objectives and attainment of company objectives and strategies. Informs the CEO of changes in federal, state and local laws, regulations, guidelines and procedures that pertain to CWS. Directs preparation and implementation of policies applicable to the areas of responsibility. Oversees review and updates to water and wastewater policies annually. Assists with the development of new or amended contracts with the Commissions major customers and other entities. Considerable contact is required with local, state and federal government agencies. Ensures fair and consistent implementation of CWS policies and procedures. Responsible for developing short and long-term goals for departments and program areas supervised. Oversees the preparation and expenditure of annual budgets for the departments and program areas supervised. Assists with preparation of annual budget and presentation to the Commission. Required to work under hazardous and/or emergency conditions. Regular attendance is required. Job performance must conform to all CWS policies and procedures. Specific knowledge of CWS Environmental Management System Policy and Procedures.
Additional Duties Prepare numerous types of correspondence (letters, technical reports, etc.) to a variety of CWS stake-holders. Attend monthly Commissioners meetings and assist in meeting preparation, conduct, presentations, etc. Subject to 24-hour on-call. Performs other related duties as assigned. Physical Requirements, Activities, and Working Conditions Must be able to physically perform the required essential functions indicated above. Must be able to perform light work exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. Objects greater than 50 lbs require a two-person operation. Must possess the visual acuity to prepare data and statistics, work with finance processes, personal computers, read extensively, and do extensive research of financial and fiscal records. Ability to operate and maintain motor vehicles. Must be able to wear Personnel Protective Equipment (PPE) as defined in the Job Safety Analysis (JSA) to perform the required essential functions. Education and/or Experience Bachelors Degree in civil, sanitary, or environmental engineering, or a public administration, business, or management degree with a minimum of fifteen (15) years increasingly responsible managerial experience in a utility, business, engineering firm or government agency. Experience in the operation and maintenance of a water/wastewater utility is highly desirable. Extensive knowledge of the principles of management related to productivity, cost minimization, budgeting, employee motivation, employee development and training. Extensive knowledge of regulatory requirements related to the water and wastewater utility. Extensive knowledge of the principles and practices in designing, operating, installing and maintaining water and wastewater utility systems. Prior work record indicating dependability and conscientiousness. Licenses, Certifications, Registrations Professional Registration is highly desired. This includes A level of state-certification in any water or wastewater area of Environmental Certification and/or registration as a professional engineer in South Carolina. Valid South Carolina Driver’s License required.
