JOB SUMMARY
Chief Executive Officer works with the Board ofDirectors to ensure the successful and productive running of theclinic and ancillary services. The position is responsible forleading the practice in strategic planning, clinical operations,staff/leadership development, and financial oversight/reporting.
The position reports directly to the Board of Directors and leadsthe practice’s senior management team.

KEYRESPONSIBILITIES
Business Planning Participates with the President, Board of Directors, and othersenior management team members to develop and implement thepractice’s strategic plan. Develops a business plan for the practice in conjunction withthe President. Makes recommendations for implementation, as well astimelines to be included. Monitors the regulatory, social, and economic changes in healthcare and presents recommendations to the Board of Directors basedon an analysis of such information. Provides timely and accurate analysis of budgets, reports, andtrends to assist the Board of Directors and senior leadership inperforming their responsibilities. Identifies new opportunities for business growth anddevelopment to improve performance. Provides strategic financial input and leadership ondecision-making issues affecting the organization, i.e., evaluatingpotential alliances acquisitions and mergers, payer strategies, andother partnering opportunities. Effectively manages legal matters. Minimizes legal liabilityfor business operations, human resources, and financial/contractualareas by adequately negotiating leases, contracts, and maintainingother appropriate documentation. Serves as spokesperson for Practice and is the primaryinterface with business consultants (legal, accounting, managementconsultants).Financial Operations Works with the Board of Directors to prepare an annual budget.
The budget process is initiated at the outset of the fourth fiscalquarter, with completion in the month before the next fiscalyear. Analyzes and reports on the practice budget, providingfinancial performance vs. budgeted expectations to the Board ofDirectors. Reviews and analyzes monthly financial statements of thepractice and related entities. Works with CPA firm to prepare anexecutive summary, along with the financial statement package, forpresentation to the Board of Directors. Analyzes the cost/benefit ratio and feasibility of uniquesituations or opportunities for the practice.
PersonnelManagement Responsible for the overall leadership and direction of thepractice, overseeing senior-level managers’ work, including Finance& Accounting, Clinic Operations, Human Resources, Marketing, andCompliance. Assures compliance with state and federal regulations such asOSHA, HIPAA, Affirmative Action, and other human resourceissues. Resolves escalated patient complaints and complex staffingchallenges or issues. Conducts periodic reviews of management personnel who report tothe position. Develops an appropriate management infrastructure to improvecommunication and efficiency. Organizes regular meetings of the management team and officestaff. Develops protocols and continuing education of staff.
PracticeOperations Supervises operations of the clinic, optical dispensary, andsurgery centers, including financial planning, provider relations,and implementation of the strategic plan. Maintains a working knowledge of ophthalmology ICD-10, CPTcoding, Medicare, and other third-party policies andprocedures. Maintains a strong focus on improving operational efficiencyand improving the profitability of the organization. Maintains an organization and communication system with thespecific objectives of enhanced operating efficiency. Provides practice leadership to government programs such asMeaningful Use, PQRS, and the Merit-Based Payment System (MIPS) toensure the practice is compliant with all regulations. Manages and coordinates physician recruitment activities,including negotiating contract terms for new doctors. Develops office protocols that assist with optimized clinicalflow and efficiency. Ensures team has adequate training to provide outstanding careto patients. Demonstrates sophisticated knowledge of the eye carebusiness. Oversees all insurance coverage, including malpractice, officecontents and liability, life, disability, and business overhead(for the physicians), as well as any other practice relatedpolicies. Works on developing an in-depth knowledge of the areamarketplace. This experience will include attendance at relevantindustry conferences. Develops and maintains quality assurance guidelines to ensurecompliance with Medicare and third-party payers. Minimum of 10 years of medical management experience in asenior leadership role. Bachelor’s degree in health, business administration, or arelated field. Master’s degree in medical administration, businessadministration, or related field preferred. Knowledge of business and management principles involved instrategic planning, resource allocation, human resources modeling,leadership technique, and coordination of people andresources. Extensive managerial experience, including proven success inbuilding and leading a high-performing, multi-disciplinary team.
Ophthalmology experience is a plus. Working knowledge of standard accounting and finance principlesand experience in developing and managing an operating and capitalbudget. Working knowledge of computer hardware and software. Experiencewith a fully integrated medical office software package, includingelectronic medical records, is necessary. Experience in negotiating general business and managed carecontracts. Working knowledge of all relevant aspects of health carelegislation, including but not limited to the Affordable Care Actand MIPS compliance/reporting.
