Our estate provides accommodation for colleagues who support millions of daily customer interactions in Jobcentres and Health Assessment centres, back of house offices delivering frontline services and hub sites housing expert functions such as Policy, Finance, Digital and HR. The DWP Estates function ensures the smooth and efficient operation of this network on a day-to-day basis. We manage a private sector supply chain that delivers essential services such as security guarding, maintenance, property and leasehold, construction, cleaning and facilities management. Many of these services are business critical and we cannot safely open our offices without them.

Reporting to Service Delivery Change Manager, this operational change role will be responsible for providing delivery support in implementation of operational changes to services on a National or local basis across the national portfolio. DWP Estates has delivered significant level of operational changes in the recent years, with the annual operational change budget reaching £10m on an annual basis, examples including the removal of catering refurbishments, COVID screen & signage removal, fascia signage refresh, and various sustainability projects. This role will be instrumental in successful roll out of key operational changes across Estates, working closely with stakeholders across Estates and maintain service continuity. - Practitioner Key accountabilities Support development and implementation of operational change initiatives (e.
g. opening time changes, catering programmes, signage programmes and sustainability programmes). Work closely with the DWP Estates Regional and Corporate Field Team to understand business requirements and regional priorities and have full understanding of Estates Strategic plan to provide valuable input into identification, prioritisation, coordination and delivery of operational change initiatives. Play local level interface role for the Service Delivery Change Team for the DWP Estates Regional and Corporate Field Team. Capture and address any risks and issues related to operational change initiatives, effectively applying risk management method to mitigate these risks. Escalate thematic risks to the Service Delivery Change Team to ensure they can be managed at national level. Works closely with DWP Estates Regional and Corporate Field Team and other DWP stakeholders, supply chain and Customers to ensure they have full understanding of inflight and upcoming operational change initiatives. Support development and implementation of communication related to operational change initiatives. Manage the delivery of operational change initiatives, delivering in a practical, expedient manner and ensure they are successfully completed and handed over as BAU activities. Support Service Delivery team’s senior stakeholder engagement across DWP Estates (including DWP Director Generals) and the Customer to ensure full oversight of any potential operational change initiatives (temporary or permanent) through development of key project status report and communication materials. Ensure operational change objectives are established and achieved in line with broader business requirements. Support the development of broad strategic context for Estates portfolio, defining strategy for implementation to suit regional or local requirements ensuring it meets the portfolio needs. Maintain a good understanding of compliance with legal, statutory, regulatory and security requirements, to ensure all operational initiatives are delivered against compliance requirements. Provide support in delivery of impact assessments on the business (e.g. service continuity, financial, etc.), working closely with broader DWP Estates (e.g. Field Team, Strategy & Portfolio Planning team, Policy & Compliance, etc.) and develop clear communication on the impact to the wider business. Provide support in management of budgets related to operational change initiatives. Provide commercial assurance, keeping team informed of any potential challenge / approval required relating to operational change spend as required. Deliver measures to achieve cost effective improvements in operations, increase customer satisfaction, and ensure compliance with policies and regulations. Promote best practice and adopt a continual improvement approach to how Estates delivers a quality operational Estates services, focusing on commercial outcomes and a positive customer service by understanding the complexity and diversity of customer needs and expectations. Provide support for management of communications within DWP Estates stakeholders for site specific or national operational changes, ensuring all relevant information is disseminated, clearly articulating the impact on the business, Customer and the Supply Chain. Develop key progress report / governance documents and participate in on-site operational change program governance meetings, involving input from relevant DWP stakeholders and the Supply Chain. Undertake regular review of Management Information and Reporting to track progress against required outcomes. Including lessons learnt exercise to identify areas of improvement for future operational change programmes of similar scale, nature. Encourage an inclusive working environment across the team, manage and develop key internal and external stakeholder relationships, and the Estates and supplier partner network, where all opinions and challenges are taken into account.
