Assoc. VP, Facilities Operations & Planning
The University of Miami/ UHealth department of Facilities has an exciting opportunity for a Full Time- Assoc. VP, Facilities Operations & Planning to work at the UHealth Medical Campus. The Assoc. VP, Facilities Operations and Planning provides strategic leadership, direction, and oversight of Facilities Management and Occupational Health, Safety, & Compliance in support of UHealth and Miller School of Medicine.
Core Responsibilities
Supports planning, design, and construction; provides maintenance and operation of University facilities, custodial, grounds, energy & sustainability, utility plant, fire safety, safety, and compliance.
Provides comprehensive leadership to ensure campus deferred maintenance planning efforts and resulting projects support the University’s strategic plan and academic mission.
Leads all efforts associated with stewardship of campus physical resources and is instrumental in the development of policies and processes that inform planning, development and operation of the built environment.
Oversee equitable resource procurement and personnel management. Participates as a senior member of the leadership team for Facilities Operations and Planning.
Serves as a medical campus liaison for internal customers and the external community related to the area of assignment.
Ensures internal control oversight and compliance with laws and regulations, safeguarding of assets, compliance with University policies and procedures, reliability of internal and external reporting, and efficiency and effectiveness of operations. Creates an effective control environment, conducts risk assessment, implements and monitors controls.

Department Specific Functions Compliance and Safety:

Integrate required documentation for TJC, OSHA, AHCA, and other Agencies Having Jurisdiction (AHJ’s) for the UHealth System hospitals, hospital-based clinics, ambulatory care centers and non-hospital-based clinics.
Coordinate system-wide information collection and evaluation to identify deficiencies and opportunities for improvement relative to The Joint Commission Environment of Care (EC) standards.
Develop training programs to ensure Facilities staff are educated and knowledgeable about current codes and regulations with all AHJ requirements and internal compliance policies and procedures.
Ensure all facilities comply with local, state, and federal regulations.
Develop and implement safety protocols to protect patients, staff, and visitors in promoting a Zero Harm safety culture across the UHealth System.
Conduct regular audits and inspections to ensure compliance and safety standards are met.

Plant Operations and Building Maintenance:

Oversee the maintenance and operation of all physical plant systems, including HVAC, plumbing, electrical, and structural components.
Manage preventive maintenance programs to ensure the longevity and reliability of facility systems.
Coordinate repairs and upgrades as needed.
Oversee energy and utilities systems programs. Develop and implement sustainable and energy projects by identifying, analyzing and tracking usage consumption.

Activation of New Buildings:

Lead the planning and execution of new building activations, ensuring seamless integration into existing operations.
Collaborate with construction teams, architects, and other stakeholders to ensure projects meet health system standards and timelines.

Business Continuity:

Ensure resilient facilities that are always maintained and prepared for emergency events.
Ensure the Business Continuity Program (BCP) for Facilities Operations meets all deliverables identified in the Business Impact Analysis (BIA) and deadlines established by

NFPA 1600

(Business Continuity, Emergency and Crisis Management) and

NFPA 1616.

Conduct regular drills and training sessions to prepare staff for potential disruptions.
Oversee and support Emergency Management program the Medical Campus and Satellite facilities.

Clinical Engineering:

Oversee the maintenance and calibration of medical equipment to ensure optimal performance and compliance with regulatory standards.
Collaborate with clinical teams to address equipment needs and issues.

Energy and Utilities Management:

Implement energy-efficient practices to reduce costs and environmental impact.
Monitor utility usage and manage contracts with service providers.

Work Order Management:

Develop and oversee a work order management system to track and prioritize maintenance requests.
Ensure timely and efficient resolution of work orders.
Oversee Facilities Work Control to ensure quality customer service, timely communications, and closeout.

Change Management and Innovation:

Lead initiatives to drive innovation and continuous improvement in facility operations.
Manage change effectively, ensuring staff are informed and engaged in new processes and technologies.

Quality and Internal Controls:

Enculturate and reinforce High Reliability principles throughout the Facilities Operations and Planning organization.
Establish and monitor quality control measures to ensure high standards of facility operations.
Implement internal controls to safeguard assets and ensure operational integrity.
Develop and implement policies, procedures and management plans that guide and support Radiation Control, Environment of Care, Life Safety, Occupational Health and Safety functions.
Make routine inspections of campus areas and meet with campus stakeholders and leaders to ensure that the highest levels of facilities maintenance standards are met.

Stewardship:

Develop, implement, and monitor cost centers to ensure expenses align to the budget.
Evaluate, assess, and analyze functional areas to ensure operational effectiveness.
Oversee outsourced facilities vendors, contractors, and consultants, including the management of Environmental Services (custodial and grounds) to ensure compliance with contracted obligations and performance expectations.

Core Qualifications Master’s degree in relevant field
Minimum 10 years of relevant experience
