Planned Parenthood Northern California (PPNorCal) is seeking aChief Operating Officer. This position is full-time, 40 hours perweek. SUMMARY
The Chief Operating Officer(COO) is the senior executive of Planned Parenthood NorthernCalifornia (PPNorCal), who serves as the key health care businessdriver.
The COO ensures that patient services are informed byPPNorCal’s health equity commitment and DEI work. This positionoversees the Medical Director and clinical leadership to ensure thequality of patient services is consistent with PPFA MedicalStandards and Guidelines and California state law; oversees theimplementation of clinical operations and administrative protocols,policies, and procedures; participates in Quality & Risk Managementactivities; and oversees all health center staffsupervision.

ORGANIZATIONAL MANAGEMENTAND LEADERSHIP
Identifies and/or operationalizes emerging sexual reproductivehealth care issues and strategic opportunities for new initiativesaligned with PPNorCal’s strategic plan. Acts as a collaborative member of the Executive Team toactively participate in planning, implementing, monitoring, andevaluating overall agency strategic direction. Role models and advances PPNorCal’s diversity, equity, andinclusion efforts to achieve health equity goals. Exercises solid decision-making skills to quickly addressoperational emergencies or problems, reporting to the CEOpromptly. Advances data-driven strategic thinking, budget development &planning, project management, problem-solving, and organizationalchange. Serves as the key business driver for the growth and overallsuccess of an integrated model of medical care and clinicaloperations. Responsible for health care services business outcomes. Provides regular in-person leadership presence with anopen-door policy approach for all clinical and operationalstaff. Supervises the Medical Director to provide active leadership toachieve quality clinical care and outcomes. Provides effective management oversight to other clinicaloperations team members adhering to all PPNorCal HR policies andprocedures. Responsible for all clinical quality and care regulatoryrequirements including but not limited to PPFA Accreditation,including accreditation preparation – reviewing relevant Elementsof Performance (EOPs), Standard Operating Procedures (SOPs) andauditing of clinical services, and in-person guidance andleadership during PPFA Accreditation health center visits. Produce timely and accurate reports on clinical operationoutcomes. Prepares and presents reports to the Board of Directors atBoard and committee meetings.
CLINICAL OPERATIONS OVERSIGHT
Improves clinical outcomes and patient satisfaction whilemanaging or reducing extraneous budget costs. Evaluate clinical operations efficiency and effectiveness forsafety, producing positive financial results, and increasePPNorCal’s excellence-in-service culture. Implement actions to achieve cost efficiency withoutcompromising quality of care and service. Leads from a strong business acumen by establishing internalcontrol processes to reduce waste, error, and fraud. Creates standardized and equitable protocols to prioritizeaccountability and performance management. Utilizes operational knowledge to redesign systems and developnew care models. Works with clinical operations team to ensure efficientoperational processes are in place for patient care. Drives the annual budget process and ongoing reportingrequirements for clinical operations. Based on projected visits and utilization, monitors the impactof growth on existing health centers and patient-facing services;proposes and guides service expansion and enhancementprojects. Develops and establishes operating policies consistent withPPNorCal policies and objectives and ensures adequateexecution. Works with the clinical operations team to oversee the reviewand approval process of the clinical protocols in compliance withPPFA Medical Standards and Guidelines and state/local/nationalregulatory agency standards. Works with clinical operations team to ensure high-qualitymedical care and compliance with all state, federal, OSHA, ClinicalLaboratory Improvement Amendments (CLIA), Planned ParenthoodFederation of America (PPFA) Accreditation, and PPFA standards,guidelines, and regulations, including required reporting anddocumentation for patients and staff. Works with the clinical operations team to ensure effectiverecruitment, onboarding, professional development, performancemanagement, and staff retention. In partnership with IT, analyzes current information technologyinfrastructure and explores next-level technology that supports thegrowth of clinical operations. Partners with Data Analytics team to leverage reporting toolsthat guide strategic clinical and operational decision making. Optimize Revenue Cycle strategy by identifying and drivingoperational efficiencies and streamlining workflows. Ensures alignment between financial and clinical goals tomaximize profitability of the organization. Establish contacts with other health care providers, publichealth departments, and community agencies to promote and establishnetwork relationships for referrals and resources. Attend professional meetings relevant to the role. Regularly visits health center sites in person to meet withstaff and review current clinical operations.
EXTERNAL RELATIONS
As assigned by the CEO, interfaces with media, electedofficials, and all other Planned Parenthood affiliates or externalstakeholders. As assigned by the CEO, delivers public speeches orpresentations. As assigned by the CEO, engages in donor and institutionalgiving opportunities.
Pay Range:
Planned Parenthood NorthernCalifornia (PPNorCal) supports California’s new law (SB 1162)enhancing pay transparency. This new law requires employers with 15or more employees to include a pay range in job postings. The payrange reflects the compensation that a new employee can expect toreceive if offered employment. Employees with more experience,education, and other qualifying factors may be compensated at ahigher rate of pay. The pay range for this position is: $247,800 -$319,600 annualized salary.

EDUCATION and/or
EXPERIENCE REQUIRED FOR CHIEF OPERATINGOFFICER
Minimum of five years serving in a health care executive levelposition overseeing clinical operations. Clinical background preferred. Minimum 3-5 years of executive leadership in overseeing a unionrepresented workforce. Demonstrated commitment to sexual reproductive health care andin particular access to abortion. Knowledge of various practice management models, with theability to creatively solve problems and develop practicalsolutions. Thorough and strategic analysis of financial and legaldocuments to ensure compliance, mitigate risks, and supportinformed decision-making. Demonstrate proficiency in navigating the Epic electronichealth record system. Demonstrated participation in continuing professional trainingand education in areas pertinent to responsibilities as
COO. MBA
preferred or equivalent degree/experience.
LANGUAGESKILLSAbility to read, analyze, and interpret common scientific andtechnical journals, financial reports, and legal documents. Abilityto respond effectively to the most sensitive inquiries orcomplaints from customers, regulatory agencies, or businesscommunity members.
