SUMMARY:
Provide regional management oversight and direction for the Proposal Group. Encompasses a variety of activities including proposal development, opportunity pricing, budget algorithm support, pricing support for change order negotiation, opportunity/sales analytics and reporting and liaison with operations and finance as representative of the business development function. Serve as a resource and provide support, guidance, and direction to all team members in developing strategies for dealing with difficult and complex issues and negotiations. Facilitate the professional growth of staff through individual development plans, continuing education, and coaching and feedback. Manage growth of the team to meet business needs.

RESPONSIBILITIES
- _Tasks may include but are not limited to:_ Regional management/oversight of Proposal Team.
Responsible for developing and maintaining proposal tools, templates, and processes as part of Proposal Management Team. Ensure close collaboration and coordination with Business Development (BD) and Proposal Team. Manage workload and assignments for global staff in collaboration with Proposal Management Team. Ultimately accountable for quality of proposal/budget deliverables for all supported opportunities, to ensure submissions are in line with BD requirements and sponsor needs/requests. Work closely across all functional departments (Clinical Operations, Data Management, M&SA, Marketing, Finance, etc.) to ensure consistent messaging and connectivity of Proposal Development processes to all other internal and external business needs (including Worldwide Early Phase Services). Ensure smooth transition from proposal award to contract. Support BD metrics and reporting requirements through ongoing review of Salesforce data to ensure accuracy and completion of all data required.
Personnel Management:
Oversee the ongoing development of regional staff as follows: Ensure all staff have clearly defined job descriptions, responsibilities, and performance standards and expectations. Provide support and serve as a resource to team members in identifying short and long-term career interests, preparing individual development plans, and pursuing career progression opportunities. Provide ongoing coaching and feedback to team members to assist individuals in identifying development opportunities and in refining and enhancing their skills. Facilitate efforts to develop, implement and refine training programs for all teams. Oversee supervision of team members including, but not limited to: recruitment and hiring, scheduling and work assignments, coaching and disciplinary action, and promotions. Assist staff with prioritization of competing workload demands. Make recommendations to Proposal Management Team regarding staffing requirements. Conduct regular staff meetings and ensure that staff are kept abreast of departmental and organizational activities, goals, procedures, policies, and priorities. Develop strategies and programs to optimize employee satisfaction and morale including contribution towards departmental employee reward and recognition programs.
Personal Career Development:
Participate in company-sponsored training programs as required to ensure that skills are learned, maintained and focused accordingly. Perform necessary functions and as directed, any other duties commensurate with the post to ensure the smooth running of the proposal development management function. OTHER SKILLS AND ABILITIES
- Excellent oral and written communication skills and interpersonal skills. Leadership skills including ability to function effectively and collaboratively in a matrix organization. Excellent organizational, planning, prioritization, facilitation, negotiation, analytical and problem-solving skills.

REQUIREMENTS
- Five years of experience in clinical research, including a minimum of three years’ experience in CRO proposal development and a minimum of one years of personnel management.
Previous financial management experience. Promotion to the next level is not automatic based on years of experience.
