, South Carolina Summary You will serve as a
CONTRACT SPECIALIST
in the
FACILITIES ENG & ACQ DIVISION
of
NAVFAC ENGINEERING CMD MID-ATLANTIC.
Responsibilities You will assist in the development of contractually acceptable specifications, work statements, and quality assurance criteria. You will develop the procurement plan considering a wide variety of pertinent issues. You will determine the responsibility of the contractor using evaluations requested of authorized experts and/or based on other records. You will perform price or cost analyses. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in the development of contractually acceptable specifications, work statements, and quality assurance criteria; 2) Determining the responsibility of the contractor using evaluations requested of authorized experts and/or based on other records; 3) Performing price or cost analyses; 4) Assisting the chief negotiator as required, such as the performance of analysis or fact-finding under extremely tight deadlines; 5) Preparing recommendations with all supporting documentation for resolution of contractor protests. Contracting Positions:
A bachelor’s degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE:
The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants may also qualify for this position through education substitution. To qualify through education substitution, in addition to meeting the basic requirements above, applicant must possess:2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. Work is performed in an office setting. There is occasional travel. PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
