GENERAL PURPOSE
This position is responsible for the development and continuous improvement of contract templates to maximize the use of public funds, create transparency, and establish a uniform method of conducting City business based on quality, efficiency, and integrity. Work is performed under the general supervision of the Compliance and Risk Management Director.
MAIN JOB TASKS AND RESPONSIBILITIES
Maintains a high level of knowledge related to governmental structure in the State of Florida, in particular, State Constitutional provisions, State Statutes, and Court Rulings and the application and role of the City Purchasing and Sales Policy and Regulations.
Works in cooperation with, and support of, all departments to facilitate City business.
Reviews, negotiates, and drafts contracts and agreements between the City and other parties, public or private.
Develops and executes negotiation strategies that minimize risk and maximize City operations.
Manages the City Contract Management system to catalog and track all city contracts to include critical data and dates for search and retrieval and maintains alert system to prompt action by appropriate City staff.
Maintains applicable deadlines and communicates as needed with staff and business partners about contractual issues.
Develops short and long range goals for the Contract Division and puts forth new approaches, policies and methods to ensure continued improvement.
Special projects and assignments as directed by the Compliance and Risk Management Director.
Performs other related duties as required/assigned.
MINIMUM QUALIFICATIONS
Graduation from a four-year college or university with a Bachelor’s Degree in Business, Business Law, or a related field.
Two years of professional contract management experience.
Valid Florida Driver’s License, required at date of hire.
A comparable amount of training, education or experience can be substituted for the minimum qualifications.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of business relationships.
Knowledge of the complex and varied relationships amongst Florida municipalities, counties, the state and the federal government.
Knowledge of fundamentals of contract law.
Knowledge of contract negotiation and management.
Skill in written and oral communications.
Ability to effectively interact with all employees, the public, other agencies and officials, vendors and other stakeholders.
WORKING CONDITIONS & PHYSICAL REQUIREMENTS
Work is typically performed in a relatively safe, secure, and stable work environment.
The work is sedentary and requires exerting up to 10 pounds of force occasionally, and/or negligible amount of force frequently or constantly to move objects.
