POSITION SUMMARY
The Vendor Relations and Contract Administrator manages, analyzes, and monitors all components of vendor contracts and performance for Health First Health Plans (HFHP) in the contract repository and vendor management support application system(s). The Vendor Relations and Contract Administrator provides in-depth knowledge of contracting to include HFHP provisions as well as applicable federal, state, and local regulations. Identify potential vendor partnerships through the request for information (RFI) and request for proposal (RFP) process.
PRIMARY ACCOUNTABILITES
Assists with the facilitation of the entire life cycle of vendor contractual relationships, including RFI, RFP, vendor selection, contracting, monitoring performance, and ensuring proper closeout of agreements. Reviews, revises and negotiates simple and complex contractual agreements using approved templates in conformance with established guidelines provided by Health First legal counsel, company policies and procedures, and applicable federal, state, and local regulations. Develops and drafts master agreements, addendums, amendments, and other contractual documentation as assigned. Coordinates contract reviews and approvals among multiple departments including but not limited to Legal, Privacy, Corporate Integrity, Information Security, and Finance. Corresponds with the contract owner to understand the needs of HFHP and the intent of the contractual relationship. Identify and develop service level commitments for each vendor and incorporate those commitments into the contract. Communicates in a clear and professional manner with external stakeholders, including executives and attorneys, to finalize contractual agreements on behalf of HFHP. Responds to requests from business owners, managers, vendors, and team members for specific HFHP contracts information and provide guidance to associates within the Vendor Management Operations (VMO) and Health Plans in proper contract and RFP processing. Manages contract expirations for HFHP to ensure expiring agreements are addressed prior to termination date. Coordinates and tracks incoming and outgoing contracts and vendor relationship documentation in VMO application(s) and maintain accurate records in document repository. Establishes solid working relationships with external vendors, customers and internal areas that enable the development of viable, cost effective, administrative and system processes. Initiates performance and due diligence reviews for applicable vendors and ensure documentation complies with all government and regulatory bodies. Work Experience
MINIMUM QUALIFICATIONS
Education:
Bachelor’s degree in Business, Healthcare Administration, or relevant field.
Work Experience:
Five (5) years of experience in vendor relationships and contracting, or related experience.
Licensure:
None Certification:
Paralegal certification in the State of Florida prior to start date and maintained.
Work Experience In Lieu of Education:
Additional Four (4) years vendor relationship and contracting, or related experience.
Skills/Knowledge/Abilities:
Communicate effectively (written and verbal) with internal departments, senior leaders, external vendors and community users in a helpful and professional manner. Strong understanding and knowledge of contract life cycle and basic contract terms. Be proactive; work both independently and as a team member. Maintain composure in an often stressful, high-volume, and fast-paced environment demonstrating flexibility. Produce consistent, high quality work product. Appropriately manage and handle sensitive and confidential information. Intermediate knowledge in Microsoft Office – Outlook, Word, Excel, PowerPoint. Regularly operate under deadlines. Maintain a high level of motivation, initiative and accountability. Responsible and detail oriented.
PREFFERED QUALIFICATIONS
Work Experience:
Contract drafting and review experience.
Certification:
Certified Professional Contracts Manager (CPCM).
Skills/Knowledge/Abilities:
Knowledge in health plan operations. Understanding of Medicare requirements related to First-Tier, Downstream and Related Entity (FDRs). Knowledge of Medicare coverage/guidelines and Commercial HMO/Health Insurance contracts. Knowledge of general contract terms and conditions and legal terminology
PHYSICAL REQUIREMENTS
Majority of time involves sitting or standing; occasional walking, bending, and stooping. Long periods of computer time or at workstation. Light work that may include lifting or moving objects up to 20 pounds with or without assistance. May be exposed to inside environments with varied temperatures, air quality, lighting and/or low to moderate noise. Communicating with others to exchange information. Visual acuity and hand-eye coordination to perform tasks. Workspace may vary from open to confined.
