The Rockhill Group (TRG) provides training, operational and transportation support services on various military contracts. We are seeking an experienced Capture Manager to support our Director of Business Development. Job Summary The Capture Manager will be responsible for managing the full Business Development life cycle process across multiple agencies. As a Capture Manager, you will facilitate new business opportunities, work across a matrix organization, and develop and execute capture strategies. You will oversee market assessment, monitor market activity, and develop planning activities. Tasks associated with this role will include teaming analysis and scope definition, competitive intelligence & assessments, development of marketing materials, capture planning, writing of white papers and request for information responses, win theme workshops and proposal development. Supporting various military proposals and contracts. Responsibilities Identify, qualify, and shape prospective contract opportunities within the Federal Government and private sectors.

  • Develop capture strategies working with internal personnel and industry partners to qualify and successfully develop winning proposal bids.
  • Identify opportunities through researching industry sources and related events, publications, and announcements, to include tracking prospective markets, customers, and competitors.
  • Support and assist in the development of TRG?s pipeline of new business opportunities.
  • Lead the qualification and selection of strategic partnerships for assigned portfolio.
  • Lead/support capture effort for identified opportunities as assigned; develop capture plans and call plans.
  • Establish/grow customer relationships to identify requirements, hot buttons, and win themes.
  • Prepare and present Gate reviews.
  • Participate in bid decisions.
  • Partner with BD team and HR recruiter to identify staffing needs, conduct market research, collect resumes, and vet candidates to meet staffing requirements and establish executable pricing parameters.
  • Partner with BD team and proposal manager to prepare and review RFP summaries and compliance matrices, develop proposal schedule, and conduct proposal preparation.
  • Collaborate within the Business Development Directorate to develop proposal response format, structure, and compliance.
  • Develop, communicate, and track opportunity proposal milestones.
  • Lead formal team reviews, proposal kickoff and progress meetings in accordance with the Shipley proposal method.
  • Lead writing strategy and establish requirements for technical and subject matter experts.
  • Provide recommendations for improvement of quality/content within the proposal process.
  • Update job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.

    Basic Qualifications
  • Bachelor’s degree in business administration or equivalent. Prior military, federal contracts and/or over 7-10 years of experience will be considered equivalent experience in lieu of degree.
  • Minimum of 5 years capture management experience with DoD programs, or Federal programs.
  • Must hold a DoD Secret clearance or the ability to obtain and maintain as required by the contract
  • Available to meet onsite in Molino, FL as needed and support a flexible schedule.
  • Ability to obtain and maintain a Secret (DoD) security clearance.
