Full Job Description Position Description:

Quiet Professionals, LLC (QP) is seeking a qualified Capture Manager who will be responsible for managing the entire capture lifecycle for government contracting opportunities, focusing on securing new business and expanding existing contracts within the federal marketplace. This role requires experience in identifying, qualifying, and pursuing government contracts, with an emphasis on proposal development, client engagement, and strategy execution. The ideal candidate will have a deep understanding of the federal procurement process and will lead efforts to position QP competitively in government contract pursuits. This position is ideal for a professional with a few years of experience in capture management or business development in the GovCon space who is ready to take on more responsibility.

Duties and responsibilities:
Capture Management :

Lead the capture process for government contracts, from opportunity identification through proposal submission, ensuring successful execution of capture strategies. Develop and implement capture plans, including win themes, solution strategies, pricing strategies, and competitor assessments. Work with cross-functional teams, including proposal, operations, technical subject matter experts, and finance, to ensure timely and compliant proposal submissions.

Opportunity Identification & Qualification:

Identify new business opportunities using resources such as SAM.gov, GovWin, FPDS, and other market intelligence tools. Qualify opportunities based on customer requirements, competitive landscape, and company capabilities, providing recommendations to senior leadership. Build and maintain an opportunity pipeline aligned with company growth goals and federal market trends.

Proposal Development:

Collaborate closely with proposal teams to ensure proposals are compliant, compelling, and competitive. Contribute to key proposal sections, such as executive summaries, technical approaches, and management plans. Ensure that win themes and capture strategies are incorporated into the proposal and that the proposal reflects the requirements of the RFP/RFQ.

Customer Engagement:

Build relationships with key government customers and industry partners to better understand their needs and to position the company for success. Facilitate meetings, presentations, and site visits with government customers and decision-makers. Attend industry days, networking events, and conferences to gather intelligence and position for future opportunities.

Competitor Analysis:

Conduct competitive assessments and market research to identify key competitors and potential partners. Monitor competitor activities and industry trends to inform capture strategies and improve win probability.

Pipeline Management & Reporting:

Maintain and update the business development pipeline using CRM or capture management tools. Report on capture progress, win/loss rates, and forecasted opportunities to senior leadership on a regular basis. Develop lessons learned from past capture efforts to refine future capture processes and strategies.

Requirements:
Clearance:

None Required, but must be able to obtain and maintain a SECRET Clearance Bachelor’s degree in business, Public Administration, Communications, or a related field is preferred. 4-6 years of experience in business development or capture management in the government contracting industry. Proven track record of successfully managing captures and winning government contracts. Familiarity with federal procurement regulations, including FAR, DFARS, and government contracting best practices. Experience working with multiple contract types, including fixed-price, cost-plus, and time-and-materials contracts. Strong understanding of the full capture lifecycle, from opportunity identification through proposal submission. Excellent project management skills, with the ability to manage multiple captures simultaneously and meet deadlines. Exceptional written and verbal communication skills, with the ability to contribute to proposal writing and present to internal and external stakeholders. Proficiency in using business development and capture management tools such as GovWin, SAM.gov, CRM software, or equivalent systems.
