The person in this role will perform professional and technical work supporting the Construction & Property Management (CPM) Department by coordinating contract administration activities and ensuring compliance with County procurement policies and contract terms. The role oversees the full contract life cycle, including development of scopes of work, specification management, bidding support, contract execution, amendments, renewals, and compliance tracking. It coordinates project activities among internal divisions, contractors, and stakeholders to facilitate efficient and effective contract delivery; develops office systems to streamline contract tracking, maintains compliance documentation, supports procurement efforts; and participates in budget development for contract services. What Would You Do?
Coordinates the preparation, review, and maintenance of contract scopes of work, specifications, and associated documentation. Supports the full contract administration process, including procurement, award, compliance tracking, vendor performance monitoring, and closeout. Monitors contract milestones, amendments, renewals, expirations, and deliverables to ensure timely and accurate processing. Investigates vendor compliance issues and facilitates corrective actions as needed. Develops and maintains departmental contract tracking systems and databases for reporting and audit purposes. Prepares complex reports, contract amendments, technical specifications, and financial tracking documents. Assists CPM leadership with budget development and financial forecasting related to contracted services. Coordinates bid and solicitation activities with Purchasing and internal stakeholders. Represents the CPM Department in matters related to contract administration and compliance during internal meetings, audits, and with external contractors. Develops department procedures and training materials to support consistent contract administration practices. Reviews invoices for accuracy and compliance with contract terms; resolves discrepancies in collaboration with vendors and internal teams. Participates in occasional facility inspections and site walkthroughs to verify contract performance and compliance with project specifications. May supervise subordinate administrative or technical staff assigned to contract support functions. Participates in meetings with vendors, internal departments, and consultants to ensure effective communication and project delivery. Performs other related job duties as assigned. What Do You Need To Have?
Education and Experience
Six (6) years of responsible experience in procurement, contract administration, construction services administration, or facility management support; OR a Bachelor’s degree in business administration, public administration, construction management, or a related field and two (2) years of experience as described above; OR an equivalent combination of education, training, and/or experience. Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any. Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations. Preferred
CPPB (Certified Professional Public Buyer) preferred or the ability to obtain certification. Knowledge, Skills, and Abilities
Knowledge of County procurement policies, government contracting regulations, and contract lifecycle management. Knowledge of construction, facilities maintenance, and vendor service contracts. Skill in reviewing scopes of work, technical specifications, invoices, and contract documents for accuracy and compliance. Skill in maintaining contract databases, tracking key performance indicators (KPIs), and producing detailed compliance reports. Strong verbal and written communication skills for interacting with contractors, consultants, and County staff. Ability to develop, monitor, and forecast project and operating budgets. Ability to work independently, manage multiple priorities, and meet deadlines with minimal supervision. Proficiency with office software applications, including Microsoft Office (Excel, Word, Outlook) and contract management systems.
