Job Summary:
The Deputy County Administrator is responsible for overseeing positions assigned by the County Administrator. They provide direct support to the County Administrator across a range of programs and government services, including serving as the acting County Administrator during their absence. The Deputy County Administrator serves a senior managerial role and therefore is exempt from the provisions of veteran preference laws. Section 110.205(2), F.S.
Essential Job Functions:
Supervises the functions of assigned Walton County BCC departments and the Assistant County Administrator
Implement plans, programs, and actions consistent with the direction of the County Administrator and Board of County Commissioners
Coordinate the activities and communication with and among assigned departments
Oversees the BCC agenda process, attends, and participates in commission meetings and facilitates follow-up on items from commission meetings
Develops and reports research, special projects, and other relevant information
Serves on various boards and committees assigned by the County Administrator
Initiates corrective action as directed to revise or amend budgets and/or work programs
Works with Assistant County Administrator and directors to monitor and assess individual performance
Prepares and conducts written performance evaluations on assigned directors per county policy
Effectively recommends hiring, termination, disciplinary, and/or commendatory actions
Collaborate with Assistant County Administrator, assigned department directors, and managers to develop and accomplish department and Walton County BCC goals and objectives
Coordinates with Assistant County Administrator and directors to develop measures and assess outcomes for the purpose of determining progress in efficiency strategies and the achievement of goals and objectives
Develops a plan of action when sufficient progress toward efficiencies and goals are not being attained
Assists in the evaluation and prioritization of county-wide projects and work programs
Conducts formal and informal monitoring of progress towards project completion
Delegates work to Assistant County Administrator and directors for each department or division
Visits each department or division frequently to monitor efficiency and effectiveness
Serves as liaison, as directed, between the County Administrator, elected officials, citizens, advisory boards and committees, civic groups, and other governmental agencies
Handles complaint resolution with both internal and external customers
Adheres to work schedule and attendance requirements, including nights and weekends
Performs other work as directed and required
Knowledge, Skills, and Abilities:
Knowledge of personnel rules and regulations, statutes, ordinances, regulations, and codes under which the Walton County BCC operates
Knowledge of administrative and management concepts and practices, ?nancial and budget matters, and business methods and procedures as applied to county government
Knowledge of budgetary development, administration, and control
Knowledge of personnel rules and regulations
Knowledge of project management and ?nancing techniques

Minimum Qualifications Required:
Bachelor’s degree from an accredited college or university with a major in public administration, business administration, or similar field
Eight (8) or more years of professional experience in government operations, administration, or finance role, or a closely related field
Four (4) or more years of management experience
Valid driver’s license
Preferred:
Master’s degree from a regionally accredited college or university with a major in public administration, business administration, or a closely related ?eld
Four (4) or more years of professional experience at the director level within a public organization
