Contracts Manager III (Hybrid Contract Job located in theTewksbury, MA area) Top Items of Importance

  • Previous contractmanagement experience – 5 years – preferably in the defenseindustry.
  • Experience with both DoD (primarily working with primecontractors vs. USG direct) and Commercial customers. Experiencewith international business is a “plus”.
  • Experience withunderstanding Purchase Order requirements as compared to RFQRequest for Quote proposal requirements
  • Understanding the termsand conditions of a contract.

Job Responsibility:
  • Manage Program andProject Contracts supporting Line of Business
  • Reviewssolicitations and prepares proposal responses in conjunction withproposal team as well as reviews and approves contractual documentsfor adherence to customer specifications and requirements,compliance with Terms and Conditions, applicable

clauses,special provisions and adherence to company policy and procedures.

  • Drafts and/or reviews and redlines customer agreements,negotiates agreements, including master agreements, with theobjective of protecting the company’s interests.
  • Develops andrecommends negotiation strategies consistent with goals andobjectives.
  • Advises management and program teams of contractualrights, obligations, intellectual property protections,organizational conflicts of interest and general risks andmitigation strategies.
  • Demonstrates problem-solving abilities.
  • Maintains deadlines for internal and external customer requests aswell as contractual historical data; enters contract data intodatabases as required.
  • Analyzes and tracks contract compliance inconjunction with other functions.
  • Externally, interfaces directlywith Government contracting officials, prime contractor procurementrepresentatives and other customer representatives.
  • Internally,interfaces with Contracts team members, Legal, Program Management,Capture, Finance Pricing, Proposal, Property, Quality Control,Engineering and other functional staff as required.
RequiredQualifications:
  • Bachelors in business, Management, or otherrelated field(s).
  • Minimum of 5 years of directly relatedexperience in Contract Administration/Business Management/Financerole with direct Government Defense or Prime customers.
  • Experience with USG, Prime and Commercial contracts.
  • Experiencewith standard defense contract types such as Cost Reimbursable(CR), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF),Firm Fixed Price (FFP), Time and Materials (T&M), IndefiniteDelivery Indefinite Quantity (IDIQ), etc. and with all phases ofcontracting from pre-solicitation through completion/terminationand contract closeout.
  • Familiarity with US Government regulations(FAR/DFARs) required with emphasis in acquisitions governed by Part12 Acquisition of Commercial Products and Services and Part 15Contracting by Negotiation.
  • Provide analytical, financial andnegotiation skills. Must demonstrate a strong attention to detail.
  • Proficiency in MS Office Suite (Excel, Word, & Outlook) as wellas Adobe Acrobat required.
  • Ability to obtain and maintain a USGovernment security clearance, Secret or higher within 1 year ofemployment.
  • US Citizenship required.
Preferred Qualification:
  • Expected to meet responsibilities in a highly interactive teamenvironment, to work well under pressure, within tight deadlines,and deliver on multiple priorities while producing quality work.
  • Shall establish and maintain effective relationships with internaland external customers to include management, technical andfunctional counterparts to communicate project status.
  • Ability toidentify performance risks and recommend mitigations.
  • Expected tosupport audit activities with Prime, Government or other agencies.
  • Required to be trusted to maintain confidentiality and adhere tocompany policies and Government acquisition laws and regulations.
  • Must possess excellent written, verbal and oral communicationskills.
  • Shall demonstrate strong interpersonal and organizationalskills.
  • Experience with SAM, D&B, Certs & Reps and Exostarpreferred
