Come work with us and let’s build something great together! S3, Inc. is seeking a Senior Technology Transfer Specialist to support efforts in Arlington, VA. This position is contingent on award of contract. Military experience is a plus. This is not a teleworking position.
Responsibility:
To draft, coordinate, and make recommendations on export control policies and procedures regarding initiatives or approved programs as they apply to FMS cases. Direct Commercial Sales (DCS) cases and other initiatives or approved programs. Provide support to oversight with respect to the review, analysis and initiation of technology transfer and disclosure matters, related to Army acquisition programs and the Army’s industrial base, U.S. Allies and partners, and the integration of FMS, DCS, and OMA initiatives with the Army and DoD. Provide support for the technology transfer elements of international Disclosure issues to include Exceptions to National Disclosure Policy (ENDP), Tri-Service Committee briefings under DODI-S 5230.28 and Missile Technology Control Regime (MTCR) reviews, Data Exchange Agreements (DEAs), International Cooperative Development efforts, Technical Assistance Agreements (TAAs), Manufacturing License Agreements (MLAs), United States Munitions List and Commerce Control List (USML/CCL) Export license applications and Commodities Jurisdiction (CJ), changes to the USML and CCL, and other related actions in support of Army Security Assistance Programs.
Qualifications:
Bachelor’s Degree with six (6) years’ experience of Security Cooperation / Security Assistance (SC/SA) or International Affairs (IA). Must possess an active Secret clearance and be eligible for a Top Secret clearance. Working knowledge of the International Traffic in Arms Regulation and the Export Administration Regulation. Working knowledge of the DoD’s Technology Security/Foreign Disclosure process and how to process exceptions to the National Disclosure Policy. Working knowledge of the requirements of the international export control regimes to which the United States is a signatory.
