Position Overview The SCI Proposal and Contract Specialist is responsible for coordinating the development, completion, and submission of comprehensive proposals in response to Requests for Proposals (RFPs), collaborating with various internal departments to craft compelling documents that effectively showcase a company’s capabilities, products, and services to secure new business opportunities, often working under tight deadlines and ensuring compliance with customer requirements. Furthermore, the SCI Contract and Proposal Specialist is responsible for preparing contractual agreements using current research and knowledge of customer requirements and Seemann Composites for fulfilling those requirements. Conduct Contract reviews and fill out worksheets and addendum worksheets for each base contract and contract modification. Work closely with the Proposal Development department to conduct research and build out cost models, requirement traceability documents, Basis of Estimates and Subcontract support documents.

The Proposal and Contract Specialist will report to the Director of Programs. Essential Job Functions (the following list is NOT in full, but considered to be a reasonable example) The Proposal and Contract Specialist at Seemann Composites is required to fulfill the following duties:

Proposals:

+ Generate and maintain an accurate proposals tracker log to report the progress of proposals and follow up with customers. + Thoroughly review and understand customer requirements specified within RFPs to identify key areas to address in the proposal. + Draft proposal templates, outlines, managing sections, and assigning tasks to cross-functional teams to ensure all necessary information is included. + Participate in creating proposal content, including executive summaries, technical descriptions, pricing structures, and project timelines. + Work with technical experts, business development, operations and other departments to gather necessary information and expertise for the proposal. + Ensure proposals adhere to all RFP guidelines, formatting requirements, and submission deadlines. + Review and edit proposals for accuracy, clarity, and professional presentation. + Finalize and submit proposals according to customer requirements/specifications.

Contracts:

+ Generate and maintain an accurate contract/purchase-order/modification tracker log maintains accurate contract records. + Oversee contract implementation, tracking performance against the requirements, and ensuring compliance with contractual obligations. + Monitor deliverables that include, but are not limited to data deliverables, hardware deliverables, technical document and program specific plans are generated and submitted in accordance with due dates. + Closely monitor contract period of performance and funding expirations, and communicate contract status updates to relevant stakeholders. + Prepare contractual agreements using current customer requirements and a knowledge of the needs and ability to fulfill its requirements. + Ensure that the terms of contractual agreements written in language that is legally binding and in accordance with the desires of the contract flow downs provided by the customer. + Assist with contract execution and contact closeout by working closely with each business unit within Seemann Composites. + Review contract terms and conditions to verify that they are in compliance with company policies and all applicable federal and state regulations + Clearly explain contract terminology to clients and other interested parties in simple, everyday language + Monitor progress according to the schedule of completion, for each contract and make sure contact modifications are submitted in a timely fashion. + Proofread, edit, and fact-check legal documents for accuracy and consistency. + Develop and implement effective procurement proposals. + Research regulations to guarantee contracts are updated and in compliance with laws. + Assist with reviewing contract and other legal documents. + Assist with contract closeout documentation.

Minimum Qualifications:

College Degree preferred; Minimum 4 years equivalent position required.

Physical requirements further include the ability to engage in productive collaborative communication with co-workers and work may need to be performed during non-standard hours, including nights and weekends.
