Position Summary:

Open to Charlotte, Atlanta or Aiken Locations The Director of Proposal Development is a key leadership role responsible for the strategic direction, development, and execution of high-quality proposals and estimates in response to client solicitations for construction and engineering services. This individual will lead the proposal development and estimating function across Capital EPC, Maintenance & Modification Contracts (MMC), and government and commercial nuclear sectors. The Director will collaborate cross-functionally with project management, legal, contracts, and executive teams to produce compliant, compelling, and competitive proposals that support the organization’s growth and revenue targets.

Key Responsibilities:

Leadership & Oversight Lead and supervise the proposal development department, including proposal managers, writers, coordinators, and estimating. Establish performance expectations, provide mentorship, and ensure continuous improvement within the team. Implement scalable proposal processes, standards, and tools to support repeatable and high-quality proposal submissions. Proposal Management Oversee the development of technical, management, and pricing volumes for all major proposals. Ensure alignment of proposal content with capture strategies, client requirements, and company capabilities. Serve as a senior reviewer and/or contributor for key proposal sections, including executive summaries, work execution strategies, risk mitigation, and value propositions. Cross-Functional Collaboration Coordinate with scheduling, project controls, and operations to ensure technical accuracy and commercial alignment of proposal content. Partner with business development to support client engagement strategies, and pre-RFP positioning. Collaborate with Legal and Contracts to ensure compliance with solicitation requirements and risk mitigation. Coordinate with Executive Management for reviews and win strategies. Process & Quality Management Develop and maintain proposal templates, process checklists, and compliance matrices. Implement and manage proposal schedule tracking, status reporting, and proposal milestone coordination. Lead post-submittal debriefs and lessons learned reviews to drive continuous improvement in proposal quality and win rate. Strategic Initiatives Support executive leadership with strategic initiatives related to market penetration, client targeting, and opportunity qualification. Drive the implementation of proposal development technology and knowledge management systems. Maintain a proposal archive and historical database to support rapid response and benchmarking.

Required Qualifications:

Minimum 15 years of progressive experience in field construction , with at least 5 years in proposal management or business development roles within the construction or engineering industry. Proven experience leading cross-functional proposal teams in complex capital and maintenance projects . Strong understanding of financial information , including labor buildup, indirect cost application, escalation, margin analysis, and contract pricing models. Deep knowledge of construction project lifecycles, execution strategies, and risk considerations. Excellent organizational and time management skills with the ability to manage multiple high-priority deadlines. Strong writing and communication skills, with the ability to translate technical content into persuasive proposal narratives. Demonstrated leadership, coaching, and mentoring capabilities.

Preferred Qualifications:

MBA or equivalent graduate degree in Business, Engineering Management, or related field. Familiarity with estimating software, Microsoft Excel, Microsoft Word, proposal automation tools, and document management systems. Experience supporting capture planning and pursuit strategy development . APMP certification or formal proposal management training.

Work Environment:

This position may require occasional travel to field offices, client sites, or partner locations. Must be able to work extended hours during peak proposal periods to meet submittal deadlines.
