Position Description Provide contract support to the Finance Department by preparing and reviewing formal contracts for accuracy and inclusion of all relevant information; verifying contract funding; logging and indexing contracts for City wide archiving and retrieval; finalizing and distributing Request for Qualifications and Request for Proposals as needed for City projects and assisting City staff, department buyers and Purchasing Manager as needed. This position requires independent judgment, discretion and initiative in prioritizing and completing projects, working with all levels of city staff and handling difficult public contact situations with tact. This position ensures compliance with local policies and NC statutes, as well as best business practices related to government bidding and contracting. Typical Tasks Prepare pre-construction and repair documents by assembling bid documents, advertising the bid by posting on the website, distributing bid documents, preparing a pre-bid agenda, posting any addenda and plan holders list, and preparing bid tabulations after bid opening Manages construction and repair contract documents by converting bid documents into contracts, obtaining contractor signatures and insurance, verifying contract accuracy, routing for internal signatures, and issuing notices to proceed. Assists in development, preparation, and draft of Requests for Qualifications/Proposals by reviewing the documents, consulting with departments and collaborating with Purchasing Manager, advertising to engineers, architects, potential vendors, and on the City website, tracking responders, distributing responses to the project manager, and issuing notification letters. Completes service contracts and amendments by finalizing the documents, obtaining correct signatures, ensuring contract compliance and timely distribution to the client and City, ensuring adequate funding exists for the contract, and maintaining databases and files of contract documents. Advertise and maintain records of all open and awarded bids on the City’s external website and serve as Content Manager for Purchasing web pages, including Bid and RFP pages. Maintain and update various contract templates as needed due to legislative updates/changes, format, and/or Legal department requested revisions. Facilitate contract negotiation and modification. Qualifications Formal Education Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor’s degree or equivalent. Experience Minimum three years.
